Jammu, Jan 1: The Union government has so far reimbursed a whooping amount of Rs. 7207.96 Crores to compensate state government in the last nearly 25 years, under Security Related Expenditure on Police and Relief & Rehabilitation scheme, which was introduced in state after the eruption of militancy in 1989. As per the latest data available with Early Times since the scheme was started in Jammu and Kashmir in 1989 to March 2015, Union government had compensated Rs 4735.51 Crores under Security Related Expenditure on Police (SRE-P) and Rs 2472.45 Crore for disbursement of SRE (Relief & Rehabilitation). Due to eruption of militancy in Jammu and Kashmir, the state government had to incur more expenditure for maintaining peace and tranquility, causing additional burden and debilitating effect on its revenue, an official said, adding that to mitigate the problem, a separate SRE scheme for state was introduced by Government of India, which provided for reimbursement of expenditure on Police and Relief & Rehabilitation. The data further revealed that during the last financial year a total of Rs 447.94 crore was given to the state under the scheme till March 2015. "Under SRE-P (up to March 15) a sum of Rs 287.94 was reimbursed to the State, while under SRE-R&R, the Jammu and Kashmir was provided Rs 160 core," the official data revealed. Pertinently, under SRE (Police), the expenditure is related to carriage of constabulary, material & supplies, rent and accommodation hired for Security Forces, Border Posts, honorarium to SPOs, for raising of IRP Battalions, construction of alternate accommodation, airlift charges, security works by Police Department and expenditure on detainees is admissible. Likewise, under SRE (R&R), the expenditure includes monthly cash relief to Kashmiri migrants, ex-gratia payment, pension to widows of civilians killed in militancy related incidents, scholarship to orphans affected by militancy, expenditure towards PM's Package for return and rehabilitation of Kashmiri migrants. |
