After failing to curtail T&D losses, JK seeks central assistance

Srinagar, Jan 15: After failing to bring down Transmission & Distribution (T&D) Losses on its own, the Jammu and Kashmir government has sought Central assistance to check the losses.
According to sources, the power liabilities in Jammu and Kashmir have gone upto Rs. 7000 crores and have been increasing with each passing month. "The government's failure in curbing T&D losses have further aggravate the problem thus pushing the Power Development Department towards financial crisis as its officials have failed to check these losses," sources said.
The state has around 50-percent T&D losses; the highest in the country.
A senior official of Power Development Department said the department has sought funds from the Central government to bring down T&D losses in the state.
He said some funds have been released for installation of metering to stop power theft which will bring down T&D losses. "We have missed several deadlines in installing meters in the state. It seems the department has not taken concrete measures in checking these losses in the past."
He said the Central government has directed the state that its T&D losses should be reduced at par with the national level. According to the PDD report submitted to State Electricity Regulatory
Commission, it says that reducing T&D losses alone would not address the issue of power deficit in the state.
The report says that main reasons for high T&D losses were absence of up gradation of old lines and equipments, poor repair and maintenance of equipments, non-installation of sufficient capacitors, theft & pilferage and tampering of meters, low accountability of employees etc.
An official Central report named as 'Abraham Committee Report' had slammed the JKPDD, saying it had not made any serious effort to reduce the loss levels. "Instead of curbing the loss, they are seeking to pass on the burden of the entire loss level to the consumers," the report says.
'The J&K has the potential of generation of electricity of 22,000 MWs and the state is one of the largest producer of electricity of around 2700 MWs. But the power liabilities of Jammu and Kashmir have gone up to Rs. 7000 crores and has been increasing with each passing month," an official of PDD said and added that the increasing liability was because of the shortfall in revenue generation on account of collection of power tariffs against the power purchases.
He said that the PDD has failed to meet its target of revenue collection from the consumers. "There is a widening Gap between power purchase bill and revenue generated from supply of electricity to the consumers," he added.
