Militants warn against participation in Panchayat polls

Srinagar, Apr 18: Ahead of proposed municipal and Panchayat elections, threat posters attributed to some militant groups have surfaced warning people in general and village heads in particular against participating in elections.
The posters of Lashkar-e-Toiba (LeT) surfaced in Tahab areas of Pulwama warning village heads in particular to make public announcements of their resignations as 'Sarpanchs and Panchs' and people in general to avoid moving out of their homes after 10:00 pm.
The contents of poster accessed by Early Times reads that "Sarpachs and Panchs are hereby warned last time that they should make public announcements of their resigning from illegal Jammu and Kashmir government and stay away from harming active Islamic militant groups in their areas."
"In case it surfaced that they (village heads) are involved in harming active militant groups in their areas will then have to face severe punishment and people in general are also warned that they should avoid moving out on roads after 10:00 pm."
Another threat poster bearing seal and signature of Hizbul Mujahideen outfit surfaced in Keegam and nearby villages of Shopian and warning people to boycott upcoming elections.
Warning common masses not to take part in upcoming elections, the poster reads that "none among village heads should file nomination papers and anybody among them found involved will have to face severe consequences later."
The poster reads that "any association with Democracy is a sinful deed and all men and woman are warned that in case any complaint of their involvement in polls is received they will be responsible for their lives themselves later."
The threat posters of the two militant groups surfaced at a time when state government mulls to conduct elections for Panchayat and Urban local bodies in towns and villages.
Regional Political parties Peoples Democratic Party (PDP) and National Conference (NC) besides Bharatiya Janata party and Congress leaders of Jammu and Kashmir are actively framing party canons to contest upcoming ULB and panchayat elections.
Many village heads were shot dead and critically injured by unidentified gunman in parts of North and South Kashmir after Panchayat elections were conducted during NC-congress coalition government.
Village heads stick with their demands of police protection and finance cover of their lives and property assets, however according to village heads successive governments despite assurances are yet to fulfill their promises.
Many village heads wishing anonymity of their names and residence told Early Times that despite warnings they have no option except to take part in elections as permanent resignations from their positions is not either going to help them to save their lives.
