Babus give damn to Govt directions
Pay no heed towards filing Annual Property Returns

Srinagar, May 6: With the strict directions to all the government employees to ensure that Annual Property Returns are filed on regular basis, most of the government servants including IAS, KAS, Non Gazetted, Gazetted officers of the state government are not submitting their annual returns of assets.
The mandatory exercise is aimed at checking corruption and amassing of assets disproportionate to the known sources of income of the government officials/officers.
The Government led by Governor NN Vohra recently issued deadline to file the necessary details to ensure good governance by curbing the menace of corruption in public service delivery, but the babus have failed to adhere to directions.
Early Times learnt that though most non Gazzeted officers have complied with by the directions of submitting property statements but most of the KAS, IAS and IPS officers have failed to put their property statements in public domain.
These all cadres are bound to submit details of their property every year.
The IAS, IPS and IFS officers are governed by All India Services Conduct Rules while as all the employees of State are governed by Jammu and Kashmir Government Employees (Conduct) Rules, 1971.
Both these Rules make it mandatory for the employees to submit returns of their assets and liabilities every year on the prescribed dates to the respective controlling authorities.
The defaulters include deputy commissioners, besides several additional District Development Commissioners, Directors, Joint Directors, Managing Directors, General Managers of the corporations, special secretaries, secretaries, additional secretaries, chief executive officers of various authorities and bodies, Project Officers and others.
It is to mention here that numerous employees have been booked by the State Vigilance Organization during the past some years for possessing assets disproportionate to their known sources of income.
The rule says that If any public servant without any reasonable cause which he shall be required to show fails to submit the return annually, he shall be guilty of committing criminal mis-conduct as specified in clause (e) of sub-section (1) of Section 5 of the Prevention of Corruption Act, Samvat 2006 and shall be punishable under the said Act.
The data shows the default of nearly to 40% in the submission of property statement. It is further revealed that the concerned authorities have not maintained the proper and sustained follow up in this regard.
Meanwhile sources said that the no disciplinary action has ever been taken by the authorities for non submission of property statements and any review of statements taken and irregularity found.
If sources are to be believed , there is not even a single charge sheet or letter issued to any employee whose property statements showed any irregularities.
