Early Times Report

Jammu, Aug 31: In the alleged hushing up of Chatta-Sunjwan land scam, a high court division bench of first puisne judge, Justice Ramal-ingam Sudhakar and Justice B S Walia today directed the senior AAG to submit the status report in terms of the July 29, 2016 court order with regard to the outcome of the departmental inquiry initiated against two revenue officers.
The two revenue officers included Mohammad Iqbal Zargar, then patwari halqa Sunjwan and presently naib-tehsildar, Thathri, and Mohan Singh, then patwari Sunjwan.
Earlier, the petitioner's counsels drew the court attention towards the fresh status report filed by Crime Branch wherein it was submitted that some more persons acquainted with the matter had been summoned for questioning and some more records were to be collected to ascertain as to how and why the nature of the land with regard to the ownership was changed.
The status report says the land record as sought by CB had not been sufficiently provided by the revenue authorities and some record was still awaited. Besides the officers who were associated with the conduct of inquiry had not turned up so far for their examination. It also says that despite the issuance of repeated messages to him, Sher Singh, who was presently posted as SDM, Mendhar, had not come to CB for recording his statement.
The petitioner's another counsel submitted that the status report was nothing except for the cyclostyle copy of the March 28, 2016 CB's previous status report. He alleged that there was no headway in the probe and CB was shielding the accused. He asked why CB had not disclosed in the status report the names of revenue officers who were not providing the relevant record.
The entire record was in the office of deputy commissioner, Jammu, and a deliberate delay was being caused to screen the offenders.
After hearing them, the bench directed the registry to list this PIL on September 5, 2016. The bench also directed the senior AAG to file the status report in this regard.
