Jammu, June 26: The Assistant Commissioner Development (ACD) Jammu has escaped punishment despite facing serious allegations of misappropriation of funds, because he allegedly enjoys patronage of Director General (DG) of the Rural Development Department (RDD).
According to sources, a complaint was made by Nissar Ahmad, then Under Secretary to government, against the then ACD Samba (now in Jammu), to DG, RDD Jammu, seeking enquiry into misuse of funds vide No.RD&PR/Estt/Gaz/Comp/116/2018, dated 22-11-2018. But no action was taken.
Sources said the ACD Jammu, during his posting as BDO Bhalwal allegedly withdrew huge cash for hiring private vehicles on bogus bills from Jammu as well Kashmir-based agencies.
Sources informed that around Rs 1.58 lakh was withdrawn on the basis of fake bills from travel agencies. "Also, as BDO Bhalwal, in year 2012-13, he misused his official position and granted a work worth Rs 10,77,888 to Sagoch Printers Jammu without inviting tender and also released payment vide bill No.1263 dated 28-1-2013 for printing of 3 pages calendar (19200) for the year 2013 at Rs 2700 each making it Rs 5,28,000, (19200) posters having size 18×24 for Rs 278400 at Rs 14.50 paise, 19200 stickers of seven slogans for Rs 1,92,000 at Rs 10 each, job cards, master sheet, master roll register, complaint register, assets register, job card register, employment register, key material register for lakhs of rupees", sources said.
The the BDO assigned work to a firm whose record is not available till today. The name of the printing press has not been heard before in Jammu.
"The BDO made full-fledged payment on the letter pad of printing press without mentioning permanent address of office, phone numbers and other necessary details which proves existence of any firm for carrying any business. Then BDO released payment of Rs 1067109 vide cheque No. 632 dated 7-3-2013 after deducting tax but without mentioning PAN number. Moreover the letter pad of printing press had no mention of licence number and PAN card number, which are very vital while receiving or depositing huge funds. In this case all these parameters were deliberately ignored, which prima facie proves that Rs 10 lakh payment has only been drawn fraudulently", sources added.
Besides, the then BDO Bhalwal also released advertisement worth 3200 cm (8 pages, each page = 400 cm) for Rs 98560 (Annual Action Plan under MNREGA for the year 2012-13) to an English fortnightly, when the same newspaper is yet not empanelled with the Information department. So this newspaper was supposed to get government advertisements nearing Rs 1 lakh and also the RDD had to necessarily forward the same to Information department for wide coverage.
"Most officers of the RDD have purchased their own vehicles and they are drawing Rs 1300 per day as hiring charges against their own cars fraudulently", sources said and added that several other works were executed in violation of rules and regulations.
