| House put in suspended animation as historic Roshni act is passed | | Abhishek | | | Jammu, Feb 9—The much hyped Roshni act was passed in the State Assembly amidst high drama and pandemonium created by main opposition National Conference today.
While NC members demanded that speaker relax the rules and allow them to move amendments on the Roshni act, the ruling alliance members opposed them, saying that it was beyond the powers of the chair to relax rule.
The House was put under suspended animation on this issue as every one remained clueless as to what would be the direction of the Speaker regarding the amendments proposed by opposition National Conference members, who were insisting for permission to move the amendments.
During the twenty minutes deliberations which followed amidst slogan raising by both NC and PDP-Congress combine, Chief Minister Azad was seen discussing the issue with senior cabinet minister Mangat Ram Sharma and CAPD minister Taj Mohidudin.

NEW DELHI, FEB 9 Mind-boggling news report from Pakistan's Dera Ismail Khan sector: A four-year-old girl was married to a 45-year old man. Why? Simply to setle a dispute under vani custom.
Pakistan's influential English daily, Dawn, put out the report on Friday saying that local police in Dera Ismail Khan arrested as many as 13 people, including members of a panchayat which had ordered the marriage. The accused were produced before the court of judical magistrate on Feb. 8 who sent them to the jucicial lock-up.

NEW DELHI, FEB 9 The much-publicised Kashmiri American Council (KAC) has failed to rope in the Indian ambassador to the United States, Ronen Sen, for an event marking the 'Kashmir Solidarity Day' and the India-Pakistan peace process. Even as the KAC as well as a Pakistani lobbying group in the United States sought to project the event as two in one, Sen chose to take a different route.
According to a report from Washington, Ronen Sen was invited by the KAC and the Pakistani lobbying group to the event. But the Indian ambassador declined the invitation.

An agreement on demilitarisation of Siachen appeared "imminent" with Pakistan assuring India that its forces would not occupy the glacier if Indian troops pull out from there, a media report said today.
Pakistan has given an assurance to India through diplomatic channels that it has no hidden motives and will not make any attempt to occupy the glacier, The Nation newspaper quoted Pakistani officials as saying.
"This assurance has been conveyed to India to give way to a breakthrough on the vital issue," it quoted an official as saying.

The Jammu and Kashmir government today said the construction of Baglihar project on Chenab river will be completed by December 31.
This was conveyed to the Legislative Council by state Power Minister Nawang Rigzin Jora who also said the Swiss arbitrator appointed to resolve differences between India and Pakistan would present his final report on the 450 MW hydroelectric power project on February 12.
The Minister was replying to discussions on the losses incurred on the project and the objections raised by Pakistan in the construction and functioning of the Power Development Department.

Continuous rise in prices of food articles has sent the inflation soaring to an over two-year high of 6.58 per cent for the week ended January 27, raising apprehensions that RBI may take monetary measures soon.
Marking a significant difference from the corresponding week last year, when Inflation was well under control at 4.04 per cent.
Inflation has been rising despite fiscal measures taken by the Finance Ministry and monetary measures, including increase in short-term overnight lending to banks by RBI.
