JAMMU, August 15: The state of Jammu & Kashmir lives on charity and it is the Central Government’s generosity that keeps it afloat. It spends many times more than it earns, year after year, and the Central Government keeps on underwriting its deficit. This becomes clear when one goes through the speech of the Chief Minister, Mr Omar Abdullah, made on the eve of Independence Day.
For its four lakh employees, the government has to spend Rs 7,100 crore towards salaries and other allied expenses every year. For buying power from available resources and providing the same to the citizens, it spends Rs 2,200 crore per annum.
Therefore, the state government spends at least Rs 9,300 crore per annum on just two heads, salaries and power purchased. Besides, it also spends hundreds of crores on development activities like construction of roads and buildings etc.
How much does it earn from all resources? In other words, what is the annual income of the state? According to the CM, the government can earn only Rs 4,330 crore per annum from all available resources.

Srinagar, Aug 13: Chief Minister Omar Abdullah, in his Independence Day speech in Srinagar on Saturday, said his government would not tolerate human rights violations by the security forces and also apologised for the lapses in the probe into the rape and murder of two women in Shopian district.
"I cannot overlook the tragic incident that occurred at Shopian. I accept that there were mistakes by the administration and the government initially with regard to this incident," Abdullah said. Jammu, Aug 15: An 85-year-old pilgrim from Delhi died on his way back from the cave shrine of Vaishnodevi in Katra belt of Reasi district.
Babu Ram, a resident of Shastri Nagar in New Delhi, died due to cardiac arrest last night while he was returning to Katra, the base camp of the shrine, police said.
Babu Ram's body has been handed over to his family, they said.

Jammu, Aug 15 : Four terrorists have been killed in a gun battle with the Indian Army in Jammu and Kashmir, a defence official said Saturday.
The army raided the militants' hideout in the forested area of Mahore, 175 km from here, Thursday. The terrorists were killed Friday night, the source said.
'The gun battle is still on,' the official told .
Early this week, security forces had gunned down four militants, three of them of the Hizbul Mujahadeen outfit, in the same area.
