HRD Ministry revises guidelines for special scholarship scheme for J&K, Open University students not eligible

Early Times Report Jammu, Sept 28: Union Human Resource Development Ministry has revised guidelines for the special scholarship scheme for students of Jammu and Kashmir. Open University students have been barred from availing the scheme. The scheme is part of the recommendations made by an expert group to provide tuition fees, hostel fees, cost of books and other incidental charges to students belonging to Jammu and Kashmir who, after passing Class XII or equivalent examination, secure admission in Government colleges/institutions and other select institutions outside the State of Jammu and Kashmir. The draft of revised guidelines has been communicated to the State Government. According to the revised guidelines, Students pursuing courses through open universities would not be eligible under the scheme. Besides, students availing of other scholarships schemes, students gaining admission through management quota and students pursuing courses, such as Diploma Courses would not be eligible to avail of this scholarship scheme. The income-ceiling will now be Rs. 4-5 lakh per annum. ...

Early Times Report Jammu, Sept 28: Even as the face off between ruling allies NC and Congress has reached crescendo over the issue of empowerment to Panchayats with statements coming at the highest level in both the parties, the sudden 'appearance' in the scene by Pradesh Youth Congress activists has not augured well with the political momentum. Bharat Bhushan Jammu, Sept 28: In an alleged case of tempering of official records by at least five J&K gun and cartridge manufacturers and challenging the validity of licences of their units, High Court Judge, Justice Hasnain Massodi has issued a notice and directed to list the case after two weeks. Asif Iqbal Naik kishtwar, Sept 28: A militant owing allegiance to HUJI today surrendered before the police after his return from Pakistan. Identified as Muhammad Ramzan of Margi Warwan in Kishtwar went to Pakistan in 2002. Police reports said that after joining Harkat-ul-Jehad-e-Islami in the year 2000, he crossed over to PoK in the year 2002 for arms training and later joined Hizbul Mujahideen in Pakistan itself and started working for them. Rustam Jammu, Sept 28: Pakistan President Asif Ali Zardari on September 26 raked up the Kashmir issue in the United Nations and said "Kashmir remains a symbol of failure of the UN system". "Kashmir remains a symbol of failures, rather than strengths of the UN system," he said in his 20-minute speech at the 67 session of the UN General Assembly at New York.
