Seeks eviction of MP from 92 Kanals State Land
PIL against land mafia takes new turn

Jammu, Oct 30: A Public Interest Litigation (PIL filed by Prof SK Bhalla) against land mafia today took a new turn when the applicant sought eviction of Ch. Lal Singh from, from 92 kanals of Government land under his occupation.
The PIL while highlighting organized land grabbing by certain police officers/ politicians/bureaucrats in connivance with land mafia/under world in various parts of Jammu/Samba districts took a new turn today when petitioner Prof SK Bhalla filed a fresh application seeking directions to the Chief Secretary, Commissioner/Secretary Revenue Deptt and Divisional Commissioner Jammu to retrieve/restore 92 Kanals and 6 Marlas of State land situated at village Karandi Khurd, tehsil Hira Nagar district Kathua which is presently under the illegal/unauthorized possession of Ch. Lal Singh Member Parliament Kathua-Udhampur-Doda Constituency.
According to the petitioner, the said encroachment stands confirmed by the State Vigilance Organization vide their report No SVO/06/PRK-63/05-SC/4605 dated April 24, 2006. The petitioner has also sought a direction to the Principal Secretary to the Chief Minister to file the action taken report pursuant to the report of the Vigilance Commissioner bearing No SVO/06/PRK-63/05-SC/4605 dated April 24, 2006.
In the application filed through Advocate Virender Bhat it has been submitted that despite the expiry of more than six years from the date of submission of report by the Vigilance Commissioner confirming the encroachment, the same has not been removed as the occupant is highly influential being a Member Parliament and a former Health Minister of J&K.
According to petitioner the RB Educational Trust through its Trustee Kanta Andotra is running Delhi Public School (DPS) from the aforesaid land and the said trust under the patronage of Ch. Lal Singh has built a huge farm house which is fully visible on spot.
The petitioner has prayed that the State land measuring 92 Kanals and six Marlas under the illegal occupation of Ch. Lal Singh be restored to the State and Principal Secretary to the Chief Minister be directed to file an ATR in the matter to apprise the Court about the steps initiated for retrieving the said land after the Vigilance Commissioner submitted his report in April, 2006.
