| Government keeps Vigilance Organization short of officers | | Govt establishment increase by 200 percent | | ET Report Jammu, Oct 30: The official strength of the State Vigilance Organisation (SVO) hasn't been increased in the last 12 years, though there has been 200 percent increase in Government establishment. The SVO had requested to the Government to time and again to increase its strength but no step has been initiated in these 12 years. It speaks about the seriousness of the Government in the taking on corruption at decision making level involving high officials, which is the primary job of the SVO. The State was dubbed as the second most corrupt State in the Court, two year back and its track record hasn't not improved but on the contrary it has slipped further down with allegations of corruption land grabbing cropping up every day. The SVO had even suggested better infrastructure but even on this account no serious thought has been given. The Organization is at present run by core team of just 13 officers headed by Commissioners. The number leaves it short of even total districts of the State: 22 districts. The set up of the organization is almost centralized in Jammu and Srinagar cities while most of the scams- notably in rural development- and land grabbing are taking place outside the territory of cities. In the last five-years major financial funding has come to the Government under schemes like Mahtama Gandhi Rural Employment Guarantee Act, National Rural Health Mission, Urban Renewable Mission, Rural Renewable Mission and host of other schemes. There are allegations that huge sums of money has been swindled down with the active connivance of business house and people at the decision making level. The Organistion has itself admitted this fact and for this reason had asked the Government to increase its strength. It had also asked for opening offices and deputing officers at every district to keep check on corruption. It's because of this alleged non-serious attitude of the Government to create effective body to check corruption that even cases, backed with departmental findings, against Ministers and MLAs haven't been investigated and cases registered against them. The Chief Minister addressing officers of the Organisation last year had asked them to go all hog against corruption but like other things the statement was apparently made for public gallery rather than with serious intention. The Government had till now also failed to appoint Vigilance Commissioner, though the power of the Commissioner had been vastly curtailed in comparison to Central Vigilance Commissioner. |
