| Top Sports Council official has dual DOB | | | Early Times Report Srinagar, Nov 5: A senior officer of Jammu and Kashmir State Sports Council has allegedly forged his date of birth certificate issued by the State Board of School Education (BOSE). The BOSE verification No F (JS-VER) B/KD/02, a copy of which lies with Early Times, reveals that while scrutinizing the original matriculation certificate bearing Roll No 17623 session 1974 of Mohammad Afzal Malik it has been detected that the candidate has forged date of birth as (31-12-1958) in the fake certificate when the actual DOB of the candidate is (04-09-1955). "The certificate in question is absolutely fake and fraud," it added. Malik is presently holding post of Administrative Officer in Sports Council. Though the BOSE enquiry had recommended administrative action under rules against the accused for producing the fake certificate, sources said, no action has been taken till date against the official. The BOSE had urged then Secretary Sports Council Sheikh Fazal Ahmad to refer the case to Crime/Vigilance for investigation. However, sources said, due to Malik's close proximity with politicians and police higher ups no action was taken against him. "He holds an important position in the Council and has been promoted since then. It seems that government is helpless before Malik," an official of the Sports Council wishing anonymity said. Pertinently, according to the state government circular vide No 14-GAD of 2007 Dated 19-4-2007, "manipulation of the recorded date of birth with ulterior motive to stay in government service beyond their actual date of superannuation invites disciplinary action under rules as well as action under the J&K Prevention of Corruption Act." The circular seeks to go for legal action against the defaulters, which includes termination from government service. However, the circular, according to sources, is yet to be applied to the case under question. According to Sports Council insiders, Malik had close proximity with former IGP PS Gill who saved him in the case.
