Is there something called the Government?
'50 out of 60 transformers stolen in South Kashmir'

Jammu, Nov 17: With the early onset of winter and the LPG cap taking its toll, entire Jammu and Kashmir is up for a massive crisis in the days to come while the political and permanent bureaucracy are on cozier retreat. In absence of the Government the people in Kashmir are facing what their brethren had to face during scorching summers without the Government in Jammu and there were and is no body to care for them. So is there something called the government? The answer is big No. State's Power Development Department (PDD) could justify the non availability of electricity for weeks rather months together in numerous areas by citing reasons like the popular one that transformers have developed technical snags which are being repaired at the war footing and electricity to the affected areas will be restored as soon as the transfers are reinstalled. Ok.
But is there any lame excuse the PDD could give in numerous other cases were the transfers have been stolen by unknown thieves and very astoundingly out of the stolen transformers not a single one has been recovered so far. Dear, PDD sir, please remember this is transformer (25 KV or whatever) not a wrist watch that you will declare untraceable.
The other day only, news report said that around 50 transformers have been stolen in South Kashmir. The report said that in Anantnag district alone, 42 transformers have been stolen during last one year sending 42 villages into darkness. It said that 25 KV transformers were installed in more than 70 villages of Anantnag district under Centrally-Sponsored Scheme - RGGV Yojna - but out of 60, more than 50 of such transformers have since been stolen by unknown thieves. So how will you Mr. PDD explain rather justify this theft which is not possible without the nexus between thieves and the PDD officials. May be PDD may put the blame squarely on police for its failures.
Then there is another type of situation where, at the surface of it, everything is intact, the unnecessary curtailments tease and trouble the people most. What is the answer? PDD explains in a very convincing manner that generation from various State-owned power houses, including Baglihar-I, had fallen by about 50 per cent during last one month or so because the water level in rivers has gone down considerably. PDD humbly submits that from 450 megawatts during summer, the generation from the Baglihar project fell to 240 mw during day and about over 300 mw during night, they said, adding it was 66 lakh units a day against the capacity 100 lakh units.
PDD says the river discharge was likely to fall further. Because of this, the authorities may take the option of operating only one of the three turbines at the Baglihar project. The situation in other facilities is no different. The Valley-based power projects produce 19 lakh units against 26 lakh units a day while those inJammu region generate 2.5 lakh units against five lakh units a day.
For PDD it is simple arithmetic and the problem is solved. Then comes the Government, the political establishment which is all out for hollow assurances and aashwasans. But the question is: does the PDD's arithmetic and Government's hollow assurances really work for mitigating the power woes of the general public. Absolutely not. Almost every day there are reports of protests against the Power Development Department for the faulty supply of electricity. It is unfortunate that when the people of the Valley need the administration and the Ministers most, they are left in the lurch by them in the same way the people of Jammu are left during scorching summers.
Anyway people are suffering and their political representatives are on cozier retreat. Is there something called the Government. Absolutely not.
