Fresh recruits knock doors of MLAs, Mantris, Babus;blue-eyed assured of choice postings

JAMMU, Dec 1: Heeding to recommendatory notes of MLAs, MLCs, Secretaries, Deputy Secretaries and Ministers, state government has completed the process of finding place of postings for around 200 officers of 2010 batch.
Sources said that the finalized list has been sent to the Chief Minister for accord of approval. Instead of going by merit, educational qualification, performance during the training period and expertise, sources said that General Administration Department (GAD) has given preference to recommendatory notes and communications of Politicians, Secretaries, Deputy Secretaries and Ministers.
They said that some of the KAS officers have already intimated their relatives and close friends about the place of posting finalized by the government for them. In one of the instances, a KAS officer has rung up almost every person known to him, telling all of them that he is being posted as Tehsildar in his home district. Another KAS officer has booked new furniture for his office, again in his home district.
Both of these KAS officers, according to their close relatives have managed postings in their home districts due to recommendations of their concerned MLAs. Though not all but similar is the case of many other fresh recruits. Senior officers in the administration are agog over the manner in which these young KAS officers are using the MLAs, Ministers, KAS and IAS officers for their postings.
"How can you expect them to be fair when they have got their first posting not because of their capability but by managing recommendatory notes and telephone calls," commented the officer. A KAS officer while talking to Early Times said "We hope Chief Secretary Madhav Lal would go purely by merit. We have been hearing too many stories with regard to our posting. A few of our friends, who are well connected politically, have returned to District Headquarters, with a surety that it is their place of posting."
He added "If what we are hearing is true, government should have taught us how to appease MLAs, Ministers and senior officers to get choice postings. They should make it part of training." However, he reiterated that with an officer like Madhav Lal at the top, this is virtually impossible that MLAs, Ministers, KAS and IAS officers would be able to get choice postings for their near and dear ones.
It needs to be reiterated that out of 398 candidates selected by the Public Service Commission (PSC) in 2010, 208 were allotted KAS while others were given Jammu and Kashmir Police and Accounts Services. After completion of training at Institute of Management and Public Administration and Revenue Training Institute, these 208 KAS officers were deputed to various departments for three months attachment.
These officers completed three months attachments in the month of October this year as per the schedule following which the General Administration Department had to issue their permanent posting orders but the same could not be done because of various reasons, sources said.
In the meantime, in order to ensure transparent allocation of departments and postings, some top bureaucrats devised a strategy of posting these officers on merit but because of pressure from certain political quarters the attachments had to be extended by a month vide General Administration Department order dated October 25, 2012 and next deadline for posting of these 208 KAS officers was fixed as November 30, 2012, which lapsed today, sources informed.
