Poll process vitiated at many places amid 90 % polling
5-8 complaints of violation of MCC registered, being 'examined' : CEO

Jammu, Dec 3: Indicating that polling process got vitiated at a number of places during the day long voting across the state for four seats of Legislative Council ,at least 8 complaints of violation of model code of conduct have been registered by the Election Authorities from various political parties. Claiming that cogniz-ance has been taken of all the complaints, Chief Elec-toral Officer Umang Nar-ula today said these are being 'examined' and a final report would be prepared soon on the basis of which further action agai-nst the violators can be determined.
"We received 5-8 complaints of different nature and on some we took remedial steps", said CEO while addressing press conference this evening . We are also seeking reports on some complaints to verify the truth , he said adding that this would be also matched with the report of observers who were on duty at these places. Even as he claimed that all the complaints were not of very serious nature, Umang Narula said one such complaint has been forwarded to Election Commission of India. However, he refused to divulge any details on this complaint nor did he mention the name of any party that came up with complaints of violation of model code of conduct.
The CEO said according to tentative figures about 90 % of the electoral college exercised their votes today . However final figures were yet to be complied as reports of votes cast from all places were not received or updated by some certain quarters. "It was brisk polling almost at all the places and no untoward incident was reported from any quarter ", he said while speaking to media persons. To a question that despite threats from militant outfits, village representatives participated in good great numbers and defied these threats, the CEO said, " it was my part of duty to facilitate the conduct of polls with all requisite arrangements in place…..the conclusion can be drawn by others and I cannot comment anything on it". Howver, it is very good and welcome development that panches and Sarpanches came out in huge numbers to participate in the democratic exercise.
Even as there were some reports of inconvenience faced by some members of the Panchayats from far flung and inaccessible areas with regard to polling booths have been put up at long distances, the CEO denied having received any formal complaint on this issue. " We agree that some places there was a long distance but the representatives keep coming to the block level offices for routine works in normal course also…it would have become unmanageable for the Election authorities to set up more such booths in those areas", he added.

He said in all across the state there were 28 hyper sensitive booths, 20 sensitive booths and 51 were categorized under normal category. In addition to 145 polling booths , the Election authorities had set up four more additional booths for far off places, he added.

Meanwhile, according to official sources, 100% voting was observed in Srinagar district, 94% in Budgam, 98% in Ganderbal, 96% in Bandipora, 91% in Baramulla, 94% in Kupwara, 87% in Pulwama, 93% in Shopian, 92% in Anantnag, 87% in Kulgam, 86% in Leh and 57% in Kargil districts.
84% voting was reported from Sopore and 94% in Handwara, the sources added.
As many as 15,628 panchayat members were to elect two MLCs in Jammu division from a total of 21 candidates, while 17,912 members were to cast their votes to elect two members from the 16 candidates in fray from Kashmir division.
Counting of votes will take place on December 6 and the EVMs will be shifted from all district headquarters to Jammu and Srinagar on December 4 and 5.
