J&K IFS officers keep wealth statements 'secret'

JAMMU, Dec 3: Like IAS and IPS, wealth statements have become a serious headache for officers of Indian Forest Service (IFS). None wants to reveal his earnings and if they do it, they prefer referring the same to ancestry or to the close relatives and where escape is not possible; they refer the property as jointly owned.
More shocking is the fact that IFS officers do not like filing Immovable Property Returns (IPRs) regularly.
Gravity of the situation can be gauged from the fact that of the top four IFS officers, none has filed the mandatory IPRs. Principal Chief Conservator of Fore-sts (PCCF) Vinod Ranjan, Inspector General of Forests in the Ministry of Environment and Forests Dr A K Srivastava, Chair-man State Pollution control Board (SPCB) Lal Chand and Chief Wildlife Warden (CWW) A K Singh are the IFS officers whose Immo-vable Property returns (IP Rs) have not reached Union Forest Ministry.
Not only these five officers, of the total 83 IFS officers of Jammu and Kash-mir cadre, Union Ministry of Forest and Environment has received Immovable Property Returns (IPRs) of just 28 officers. One of these 28 officers, Hakim Nisar Hussain has retired. Information posted on the website of the Union Ministry reveals that 28 IFS officers have submitted mandatory Immoveable Property Returns (IPRs) while 55 others have preferred to take the directions of the Ministry non-seriously.
They have not filed the returns and if officials in the Forest Secretariat are to be believed, IFS officers are habitual of not filing the returns on time. He added that despite repeated requests, the officer including the senior ones prefer not to file IPRs. As per the Government's All India Service (Conduct) Rules, all IFS officers need to file IPR by January 31 every year. However, IFS officers seemingly prefer not to file IPRs with the Union Min-istry for Forest and Enviro-nment.
Sources in the Civil Secretariat said that they have been regularly asking the IFS officers to file IPRs but their response has rem-ained poor. They added that a fresh circular has been issued recently asking IFS officers to file IPRs with General Admi-nistration Department (GAD) and not with Forest Secretariat. Sources further said that the officers have also been asked to send a copy of their IPRs to the Union Ministry for Forest and Environment.
They said that the circular has implored upon all the IFS officers to take filing of IPRs seriously. "If they would not file IPRs, strict disciplinary action would be initiated," said an officer. He disclosed that most of the IFS officers have failed to submit their Immovable Property Returns (IPR) for the year 2011, despite several reminders issued by the State Government. "It seems that they do not public to know details of the property owned by them," said an official of GAD.
Meanwhile, 28 officers who have filed IPRs include Abdul Gani Hajam, Abhai Kumar, Brij Mohan Sharma, Chaturbhuja Behera, Irfan Ali Shah, Jagdish Kishwan, Jigmet Takpa, Jitendra Kumar Singh, K Ramesh Kumar, Manoj Pant, Mohesh Parkash Dogra, Mohit Gera, Narender Singh Kala, Narendra Pratap Singh,
Neelu Gera, Nisar Ahmad Darzi, Nisar Hussain Hakim, Rajeev Kumar Tiwari, S.Rakesh Kumar, S. Senthil Kumar, Sanjay Kumar Sinha, Sarvesh Rai, Sat Paul, Shally Ranjan, Shuja Ahmad Hyderi, T. Rabikumar, Vasu Yadav and Vivek Verma.
