| Land Mafia eye Govt land at Ellahi Bagh | | | Early Times Report
Srinagar, Dec 5: The land grabbers continue to be on prowl. This time they have their eyes on prime land measuring 140 kannals under khewat No 382/9495 and Khata No 1875/1232 at Ellahi Bagh, Bagh-e-Shoura Srinagar. The land was owned by a reputed pandit family, Prakash kaul and sons some 60 years ago. Brokers and the land mafia in Srinagar, in connivance with some `legal heir' of late Prakash kaul , revenue officials and some politician are trying to grab and sell the land. This land was owned by the above mentioned persons till 1958 when it became government property by virtue of a J&K High court settlement for one time compensation which was accepted and received by the above mentioned owners. This land accordingly is with the Agriculture/Sericulture Department since then. The land for the last fifty years is a state government land and is in its possession. In May 2008 out of 140 kunals, Jammu and Kashmir government vide its cabinet decision transferred 92 kannals to Chief Engineer ,R &B Circular road Srinagar for further allotment to the affected families who were dislocated because of acquirement of their land for circular Road . 180 families were allotted land for construction purposes. The rest is occupied by the security forces at present .Incidentally, the revenue records with the concern patwari still mentions the above names in their records against above mentioned khata and Khewat Nos along with the remark : Kabza Agriculture . This gives leads to the land brokers/land mafia who are now showing the photocopies of revenue records to potential buyers assuring them that there are no records of the compensation made some five decades back, with the government as Kashmir offices have been torched many times in the last 20 years. Some of the legal heirs of late Praksh Kaul based at Delhi and Jammu have been approached by some influential brokers /revenue officials and politicians to claim the said land. Power of attorney has been made at Jammu and claim papers are being worked out. One of the so called owner Pran shah (Raina ) has filed applications with the concerned (District Magistrate )Deputy commissioner for mutation in his name who in return has asked for and received the reports from concerned Tehsildar North Kashmir. Chief Engineer R&B Circular Road and Agriculture Department have refuted such claims and described the petition as the case of land mafia and land grabbers. But for the reasons best known to the Deputy Commissioner, Pran Shah's petition has not been dismissed. . According to one of the brokers some of the legal heirs of the deceased have received advances from them against the said property. The prospective clients are being made fools . The clients are not told the actual facts that the said land is a state owned land by virtue of the compensation paid to the owners some 60 years back and that a cabinet order has further allotted this land to displaced people because of circular Road. Surviving legal heirs are now proposing to seek compensation for 92 Kannals and possession of the rest of the land through brokers and government officials. It may not be out of place to mention that Agriculture/Sericulture department has submitted a report to the Deputy Commissioner stating that the compensation has been paid to the actual ownersalready. Concerned citizens of the state have urged the government to take appropriate action well in time and inform the public through a public notice and stop these miscreants from looting the exchequer.
