| ‘The policy has failed to address unemployment’ | | 3 years of SKEWPY | | Early Times Report
Jammu, Dec 5: The Sher-e-Kashmir employment and welfare policy for youth (SKEWPY) has failed to solve the problems of the unemployed youth. Three years down the line the much hyped and much publicized policy has not made any difference. The youth were jobless then and their quest for employment continues to this day. Instead of decreasing the unemployment in the state, the government has not been able to even safeguard the interests of youth who are wondering here and there to get a job of mere Rs 5000. The commitment of absorbing five lakh youth in government services and promoting private sector in the state have proved to be hollow slogans. When the scheme was announced on December 5, 2008 there were as many as five lakh unemployed youth in the state. The number has increased and the problem stays there to mock at the authorities. Under this SKEWPY scheme, government announced overseas employment, which is yet to take off. Not a single employment had been provided under scheme despite the fact that huge money was spent by government to send its ministers abroad. On the name of searching employment overseas, ministers only spent tax money and enjoyed the hospitality outside. The government also spent hefty sums in organizing the employment fair in every nook and corner of the state but to no avail. These employment fairs have failed to generate employment. The process of holding employment fairs continues unabated. Pardeep Singh, an unemployed youth said the government was concerned only about the favourites. "For them it harldy matters if the number of unemployed youth increases with every passing day", he said. There are thousands of youth like Pardeep who wait for opportunities to earn their livelihood but their wait never comes to an end. "Whenever I see an employment notice, I fill up the form and submit an amount required for the purpose. But having less percentage of marks despite being a post graduate, I remain at the back," said Ashiq Hussain, of Poonch, who was in Jammu to fill up another form. The government has also failed to get outside investors. A few who earlier invested and generated a handful of employment have started the winding up process. One such example is of Tata Teleservices private limited which is winding up from the state after January 17. The government did no effort to help in the cause. Hundreds of employees working in Tata Teleservices have become jobless and are seeking new opportunities. Those who have money to move out of the state are shifting but many of them are still waiting for another opportunity but with limited opportunities available, they are still jobless. Similarly, the industries in the state are thinning but the government hadn't yet come with such a proposal which could give industries a new life.
