| DPC recommends promotions, Cabinet nod awaited | | Major police reshuffle on cards | | Bashir Assad Jammu, Dec 12: Though belated the Departmental Promotion Committee (DPC) which is usually headed by Chief Secretary in case of services, has finally cleared IGP Technical and Trainings in PHQ, Sheikh Owais Ahmad, IGP of Jammu, Dilbag Singh, IGP of Kashmir zone, Shiv Murari Sahai and IGP Trainings and CIV, VK Singh as Additional Director General of Police. Dilbag, Sahai and VK Singh are IPS officers of 1987 batch while Owais has now the distinction of being the first ADG from State Police Services (1977 batch). Now when the Cabinet sanction to the appointment of ADGs is just a formality, it will be very interesting to note how the postings are effected in case of these top four cops. Public perception till the other day was that Sahai and Dilbag holding the most sought positions as IGP Kashmir and Jammu zones respectively were indispensable for the Government and if the reports were to be believed the Government was deferring the DPC since February this year only because it was not willing to disturb either of them. While as Dilbag was appointed as IGP Jammu zone in December 2010, Sahai was appointed as IGP of Kashmir zone in August same year when Valley was in the middle of the summer unrest. It was also perceived that Owais on completion of 15 years of his gazetted service was inducted into IPS in 1992 with 1987 as his year of allotment, was holding the most insignificant posting among all the four which according to many, lead to disenchantment and simmering discontent among the local officers. One could recall that late Surrender Nath who was heading the police organization in Jammu and Kashmir as IGP of the State during the tenure of Bakhshi Ghulam Muhammad and Sadiq made a very important statement after he retired from the services. Nath had said that State can be run by the police officers of the State and the job should be left exclusive to them. Nath who was later appointed as Governor of Punjab may not be right as we have seen most competent outsiders who have done a commendable job during the crisis but the fact remains that involvement of locals in police and civil services is very important in a sensitive State like Jammu and Kashmir. In fact localizing the administration according to many is essentially required in Jammu and Kashmir for obvious reasons. Meanwhile, sources in the Government told Early Times today that there are testing times ahead for the Cabinet to effect a massive reshuffle in the police top ranks on one hand and on the other hand it will be cumbersome job for the Cabinet to order postings of just promoted four ADGs. Sources said Sayed Mujtaba Geelani (IGP) who was on deputation to the Central Government and has just returned and Dr. B Srinivas IG, CID were the ideal choices for IGP Jammu and Srinagar respectively. Sources said that Srinivas who is holding independent charge of the CID wing for last two years is considered as one of the competent officers though AG Mir (IPS), IGP Crime Branch is yet another choice for IGP Kashmir. About the postings of the four just promoted ADGs, sources said, Sheikh Owais can be posted as ADG, Armed Police and SM Sahai as ADG, CID against the available vacancy. Sources said that the Omar Abdullah Government cannot afford insignificant posting of Owais for it could send a wrong message. Sources further said that Uwais who has remained as IGP Armed for quite some time is the ideal choice as the ranks and files in the wing talk very high of him. Sources, however, said a lot depends on how the Cabinet applies its mind and how the Director General Police, Ashok Prasad, who keeps his cards close to his chest put the proposal. When contacted, a senior Cabinet Minister in Omar Abdullah led coalition Government told Early Times that it was premature to comment on the postings of new ADGs as the Cabinet was yet to wet the promotions. "Let the Cabinet first put its stamp on DPC clearance, then it will decide according to its wisdom," the Minister said adding that it is a routine matter and there was nothing new in it. "No news is a big news, I think it is a dry day for you so you are in search of something sensational," the Minister said sarcastically. However, as and when the State Cabinet meets, a massive reshuffle in police organization seems inevitable owing to the fact that two most sensitive but prestigious postings of IGP Kashmir and Jammu are to be effected besides ordering postings of other 13 officers cleared in the DPC. |
