Court discharges former Principal, Supdtt GMC in fraud scam

Jammu, Dec 22 (JNF): Special Judge Anticorr-uption Jammu Puneet Gupta has discharged Dr. RK Raina then Principal GMC Jammu and Dr. Jasbir Singh then Supt GMC Jammu now retired as Director Health Services Jammu from the charges of alleged fraud case.
According to the case medical assistance was drawn in a number of cases during 1998. However, the Crime Branch wing of the Jammu and Kashmir Police investigated only one case reported by ASI Brahm Dev Singh. Brief facts of the case are that on 1st April 1998 ASI Brahm Dev Singh, then posted in Police Station Satwari while on patrolling in Narwal Payeen area came to know that one Darshan Lal Motton, son of Jaimal Ram, resident of Salerh Tehsil R.S.Pura, an impersonator, was putting up in the house of one Bansi Lal as a tenant. He had purchased an Esteem Car and used to impersonate as doctor and at times an advocate. Being in possession of a forged Identity Card, he had cheated a number of persons by preparing forged documents.
Similarly, he fraudulently processed case of one Toshi Devi, showing himself as her brother, for the grant of Medical Aid from Medical Aid Trust, Chief Minister's Secretariat by forging the name of one Savitri Devi, resident of Kalakote who was admitted to GMC Hospital, Jammu as a cancer patient. On receipt of this information, ASI Brahm sent a docket to Satwari Police Station for registration of a case and accordingly FIR was registered. During the course of investigation, search of the rented accommodation was conducted and it was found that a fake Identity Card of Darshan Lal was issued by Dr. Jasbir Singh, the then Superintendent, GMC Hospital, Jammu. The case summary and discharge record of the patient namely Savitri Devi, resident of Kalakote was also seized.
While discharging the both officers, the court held that so far as Dr. RK Raina then Principal is concerned he has only signed the cheque in favour of non-entity Toshi Devi who was projected as real sister by the Darshan Lal. The complicity of this accused is also not made out from the record only for the reasons of his being signatory to the cheque and the alleged accused is required tobe discharge is discharged having committed no offence in this case. Regar-ding Dr. Jasbir Singh, the court held that the court is of the considered opinion that no charge can be laid on the mere ground that identity card has been issued by Dr. Jasbir Singh who was then Medical Supt GMC and he is accordingly discharged.
