| State Youth Congress demands capital punishment to rapists | | | EARLY TIMES REPORT Kathua, Dec 26 : State Youth Congress activists sent a letter to Prime Minister Dr Manmohan Singh demanding an ordinance to be promulgated by the President of India immediately for the amendments in Indian Penal Code and Criminal Procedure Code. They also demanded including enhancement of maximum punishment for rape as capital punishment under Section 376, similar provision under RPC in J&K, conducting special trials for rape cases exclusively, creation of special trial courts for rape cases, special investigation officers be appointed for investigation and preparing challan in rape cases who are not below the rank of Dy SP and statutory right to engage a private counsel of her own choice if desired by the rape victim in addition to Public Prosecutor. The letter was sent to the PM by Ajat Shatru Sharma through Assistant Commissioner Kathua. Puneet Sharma. In the letter there is also a demand of for early implementation of the scheme framed by National Commission for Women after the guidelines of Supreme Court for the relief and rehabilitation of rape victims. To show sympathy and solidarity with recent Delhi gang rape victim "Damini" the Youth Congress activists unanimously demanded for proper handling of the case so that the six accused persons may not take the undue benefit of any small negligence of prosecuting and investigating agencies. The Assistant Commissioner assured the delegation that he will forward the letter to Prime Minister's Office in New Delhi immediately through proper channel. A copy of the latter was also sent to President Pranab Mukherji, UPA Chairperson Sonia Gandhi, Congress General Secretary Rahul Gandhi and Justice J S Verma Chairman of Committee on Women Issues. |
