| Cong starts parroting issue again; NC silent, yet to respond | | Empowerment of Panchayats | | Early Times Report Jammu, Dec 26: After remaining in limbo for nearly three weeks, the State unit of Congress is in active mode raising political issues core to its policies in J&K. Last two days saw JKPCC leadership once again parroting the 'empowerment of Panchayats', an issue which the party raked up throughout this year, albeit without any concrete outcome till date. Whatever reasons for delay in making Panchayats fully empowered the way Congress has been seeking with its alliance partner NC, one wonders whether it would stretch the matter for one more year only with assurances to masses that Congress is firm on its commitment or get things done despite NC's tough resistance. A day after giving assurances to public in a rally at Nowshera, JKPCC chief Prof Saif-ud-Din Soz spoke almost in similar tone and tenor while addressing a function at Udhampur today. Even though the occasion and atmosphere was different from a rally, function having been organized to pay tributes to Yash Paul Kahjuria on his first death anniversary, the JKPCC chief's speech was loaded with political issues on which Congress is committed in this State. The general aspect was strengthening of Panchayati Raj system in the State but the punch line was his reiteration that Congress would get things done as envisaged by the party, that is by incorporating necessary provisions of 73rd constitutional amendment in the State Act. There is no dispute to what Congress contends and wishes as far as this issue is concerned. No matter the Congress chief has afresh given the context of Coordination committee to be convened shortly in which the Congress would put forth its suggestions before NC so that a line of action is prepared for implementation of these suggestions, but the hard fact remains NC is still silent and strategically reticent on this issue . That NC has never come forth with open mind nor discussed the issues related with empowerment of Panchayats in the meetings of Coordination committee so far is too known a matter to be discussed again. One only wonders that despite knowing well the deliberate delay policy adopted by the NC over this issue, how Congress has started tall claims and giving assurances on even holding polls for Block Development Councils which still seem a far fetched possibility in the present political scenario …? |
