| Wazir proposes Govt forgets, Zainapora still craves for CD Block | | | Early Times Report srinagar, Dec 26: Translating recommendations of Wazir Commission into reality still seems a distant dream for the people of South Kashmir's Zainapora area of District Shopian. On the recommendations of Wazir Commission, the then Director of Rural Development Department vide letter no. DRD/K-phyt/99/76186 dated 5-10-1999 submitted a proposal to the state Government for the creation of CD Block for Zainapora on need basis. The proposal was dumped for five years only to be taken up in the District Development Board meeting held eight years ago under the chairmanship of then Chief Minister Mufti Mohammad Sayeed. During the meeting it was resolved that the CD block would be created in Zainapora. The decision was also communicated to the Director, Rural Development Department by the then Deputy Commissioner, Pulwama vide letter no DDCP/DDB/pyt/05/443/-45 dated 3-1-2005. On his part Director Rural Development Department forwarded the decision to the state government vide letter no. DRDK/E-PYT/190296 dated 31-03-2005 for formal permission to give the area special status, but nothing substantial has been done so far. Wazir commission was the first to recommend creation of CD block. Later two commissions headed by SS Bloeria and Mushtaq Ahmad for creation of new administrative units were also recommended for the same. In 2010 the then Deputy Commissioner Shopian, Abdul Majid Khanday also recommended the creation of CD block at Zainapora. The DC also identified the areas to be attached with this block and this proposal was sent to the Director Rural Development Department (RDD) vide order number DCS/AA/09/815-D, dated 8-1-2010. A copy of the proposal was also sent to the Commissioner Secretary RDD. Since there was no action on this proposal Director RDD followed this issuance of letter no. even/27213-18 dated 9-2-2010 recommending the construction of the CD block. Locals allege that the state government is deliberately delaying the construction of CD block and the delay is causing lots of problems for the locals. "We are feeling administrative neglect particularly for development works and limited flow of funds for a vast area having a major chunk of population says Ajaz Ahmad, Sarpanch of the area. While as Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar said that the cabinet is authorized to take a final decision on the creation of new Tehsils and CD blocks in the state He added that cabinet has not taken any decision yet on creation of the CD block at Zainapora-Shopian. Sagar acknowledged the fact that the residents of Shopian are up against many odds since there is only one block in the district. He said the state government is well aware about the situation and they would leave no stone unturned in mitigating the problems and sufferings of people. |
