| Score card of Cong-NC Govt has missed to list a few other 'achievements' | | | Early Times Report JAMMU, Jan 3: It is quite understandable why the latest score card highlighting the achievements of the coalition Government in the State has placed achievements in the PDD at the very top. This has been done because the performance of the Congress-NC Government is the worst in this sector! The score card highlights that seven hydel power projects with installed capacity of 1036 MWs have been put in the EPC mode, financial closure of Baglihar HEP 450 MWs phase II has been achieved. It is also stated that the tendering process of 93 MWs Ganderbal, 48 MWs Kalnai and the 390 MWs Karthal hydel power projects has been initiated by the PDC. These achievements have been listed in rather technical terms which must be made simpler for the common man to understand in terms of the relief these 'achievements of the State Government' have brought into his life. Seven hydel power projects with installed capacity of 1036 MWs have been put in the EPC mode. For the common man the fact is that at present the Valley and the Jammu region are reeling under one of their worst electric power crisis despite the existing installed capacity of the power projects which is more than what the State Government plans to do through the new power projects. The total generation by the State owned electric power projects in the Valley at present is just 75 MWs despite the fact that the existing State owned hydel power projects already have installed capacity of more than 1000 MWs. Closure of Baglihar HEP 450 MWs phase II is the other achievement highlighted by the Government. Despite a relatively better discharge in the Chenab River in comparison to the rivers in the Valley, the Baglihar HEP 450 MWs is generating far less than its installed capacity because of which the dependence in the Jammu region on electric power import by the State Government has been increasing with each passing season and year. Tendering of 93 MWs Ganderbal hydel power project in the CM's own constituency is another success story which has gapping holes. For five hours people today blocked the Ganderbal-Srinagar road at Malshahi Bagh in CM's constituency because the electric transformer in their village had broken down. The protesters were more angered because they alleged the Chief Engineer electric maintenance Kashmir had hurled abuses at them when they approached him with their problems. Interestingly, the District Development Commissioner of Ganderbal, politically the most high profile district, when contacted on phone said he was here in the State's winter capital. Sources said the present DDC Ganderbal is doing the rounds in political and bureaucratic circles in the winter capital seeking either an extension in his service which ends by the end of this month or the promise of mandate for the 2014 Assembly elections. Police had to intervene with batons to open the road as no responsible officer from the civil administration was available to convince the protesters to relent peacefully. Another achievement not highlighted in the score card of the Congress-NC Government is the fact that none of the senior officers including the DDC, ADDC or the SP of Ganderbal district maintain residence within their jurisdiction. At 5 p.m. each evening the district administration leaves Ganderbal with such commitment that the people do not now even try to contact them within the district after the office hours. In fact, this achievement should have been the first on the Government's score card if this is how the administration behaves in the CM's constituency then what happens in other districts would not merit to be listed among the achievements of the Government. |
