| Will J&K lead in delivering capital punishment to rapists ? | | | Early Times Report
Jammu, Jan 3: If the Jammu and Kashmir Government executes its idea of amending the anti-rape law to make a provision for death sentence to rapists it would be treated as an example for rest of the country. Political pundits say that providing death sentence to rapists would help Jammu and Kashmir to hold a ray of hope as it held in 1947 when the state was the only area in the country which did not witness communal violence. Though cases of rape, molestation, sexual abuse and eve teasing in Jammu and Kashmir are very low when compared to Delhi, its adjoining areas and to other states, it would be a bold step if the NC led Government amends the anti-rape law and provide death sentence to rapists and to those who are involved in acid throwing attacks on women. Reports said that the state Government was contemplating to modify the existing laws against rape in the state to incorporate capital punishment for sexual offence against women. The state government also plans to amend the existing laws to ensure that sexual offender/s don't get bail and the trial is completed within four months to ensure speedy justice. A government panel headed by the Law Minister Ali Muhammad Sagar, with Law Secretary and Advocate General as members have sought opinion from judicial experts and legal authorities at Kashmir and Jammu Universities before a bill is drafted to amend the existing laws. "For offences like rape of a minor and gang-rape, the proposal is that the accused should be awarded capital punishment. This punishment should be also awarded in acid throwing incidents on girls because victim's life gets destroyed," Government officials said. |
