| `SAC has lost its wings, not sting' | | | ET Report JAMMU, Jan 7: While the High Court's direction to scalp State Accountability Ccommission's (SAC) suo moto probes on anonymous complainants has disseminated a notion about the Commission has been rendered useless, the expert guidance on the issue, on the other hand, has provided a worthy reason on the pronouncement to be very effective. This is not the end of the road for SAC, said one of the renowned legal expert while informing that the decision shall serve greater accountability of the complaints which earlier was not possible as most of such complaints were filed to settle personal scores. Now anybody approaching the SAC with a complaint has to carry the fool proof evidences against the accused with a legal affidavit owned by him through his name and credentials before jumping into the Commission's arena, he said. He informed that earlier it was a randomly done process in which anybody having a complaint against anybody used to approach the SAC, which more often than not would be stayed by the courts. This had made the process cumbersome as most of the cases filed through SAC since its inception in the State were based on the implied complaints which did not contain substantial and legal attachments with it. Now anybody reaching SAC has to disclose his identity and credentials before filing a complaint otherwise it would not be entertained by the anti-graft body. It is pertinent to mention here that all alleged accused listed in SAC through various complainants have been absolved of their charges as leveled by the various complainants except Suman Bhagat, former Health Minister whose case remains under consideration of SAC. Two persons namely Mohammad Shafi Andrabi and Vivek Bharti had registered the case against Suman Bhagat and both of them had reach the Accountability Commission with required documents and legal affidavits submitted in their respective names which have left Suman Bhagat holed up, he informed. |
