Union Govt's Job placement project "Himayat" fails to take off in J&K
Out of targeted one lakh jobs, only 610 placed, Chenab valley ignored

Kishtwar, Jan 13: Much hyped central government job placement scheme (Himayat) for unemployed youths of trouble hit state of Jammu and Kashmir has failed to take off even after nearly one and a half year since it was announced in Septe-mber 2011 followed by a valedictory function at Srinagar on December 17, 2011 in which Union Minister Jai Ram Ramesh along with Chief Minister Omar Abdullah annou-nced this project. Both made tall claims and pro-mises with the unemployed youths of the state by promising them job through this central sponsored scheme. But as per sources , only 610 youths gets job placement under this scheme so far out of 1662 youths who completed various course comes under the ambit of this centrally sponsored sch-eme. Even after the lapse of more than one year, the state government failed to lure the youth towards this scheme as only 1904 youths applied for various course during first year since the scheme was launched in state of Jammu and Kashmir.
This central sponsored scheme "Himayat" is a placement linked skill development initiative for training and placement of 1 lakh J&K youth in next 5 years. It is a part of the Skill Empowerment and Employment scheme of the Prime Minister's Office (PMO). 'Himayat' is an Urdu word which means support. The project envisions support for the youth of J&K by providing them vocational training linked to placement in various sectors like ITeS, Customer Service and Sales, Hospitality to name a few. As an implementing partner, IL&FS envisages to be a leading contributor in accelerating social and economic development in J&K.
Simply the vision of introducing of this scheme in J & K is to empower the youth of the state by providing employment opportunities through vocational training programs. After announcing of this job oriented scheme, the responsibility of implementation of this scheme has been
entrusted to private companies or NGOs with the aim that these NGOs and private companies will open its training centers at the block level where the youth will be trained for which the support will be provided to the trainees after training, during placement as well. Even though the central government seems sincere towards the cash starved state that is facing hardship in even paying salaries to its employees by announcing this youth friendly scheme, but to utter
surprise the state government fail to grab the opportunity and completely failed to monitor the progress of the scheme beside its implementation. The failure in implementing of this scheme can be judged from the fact that there is no such center functional at District Kishtwar having eight blocks even not at District headquarter. It was not only Kishtwar District was ignored, the other two District of Chenab valley viz. Doda and Ramban Districts were too
ignored by the implementing agencies. Though one such center was opened in Doda District, but not up to the satisfaction of the unemployed youths since it lacks all the basic facilities required for opening of such center. Despite knowing the fact that Chenab valley having three District viz Doda, Kishtwar & Ramban has vast exposure to employment skills, the initiative taken by IL&FS by establishing the Himayat center in September 2011 at Doda, but the same was taken away from Doda in June 2012 much to the surprise among the unemployed youth who had become the part of Himayat center by admitting themselves in that center. Unemployed youth of the Chenab valley have a ray of hope that these Himayat centers will soon started its functioning in the area so that they can get job opportunities in near future. Similar is the case with other parts of the state as these centers mostly remained confined to Srinagar and Jammu city or at some places at District headquarters, thus ignoring the unemployed youths living in the rural areas of the state constituting nearly 70% population of the state.
It is worthwhile to mention that state of Jammu and Kashmir is among the top most state in the list of unemployed youths in the country having nearly 6 Lakh unemployed youths registered with different employment exchanges in the state. Much to the surprise of common people, Chief Minister Omar Abdullah only few days ago has announced 80000 jobs for the unemployed youths of the state in future much against the will of planning commission of India as the state
government is completely depended for its annual budget on the funds allocated and released by the planning commission of India. The state government is already facing the wrath of employees over non payments of their arrears, beside enhancement of salaries as the state government has already showed its inability to accept the demands of the employees due to non availability of funds.
