| Now Kamaal contradicts Sheikh Nazir | | 'Accord had the tacit blessings of Sheikh Abdullah' | | Bashir Assad Jammu, Jan 13: Contradicting his Uncle and Party General Secretary, Sheikh Nazir Ahmad on his assertions on 1975 Beg-Parthasarthy accord, additional general secretary and chief spokesperson of National Conference, Dr. Mustafa Kamaal today said the accord was in writing between two heads of the governments who never met to ink this accord but was signed by their respective representatives. It merits a mention here that ailing NC General Secretary, Sheikh Nazir Ahmad had said in an interview to a local daily that before leveling allegations against the Sheikh Abdullah, people should read history and check the facts. The 1975 accord doesn't have the signature of Sheikh Sahib; neither was it tabled in the state legislature". In an exclusive interview with Early Times Dr. Mustafa Kamaal said though the accord was legitimate and authentic as it was having consent of late Sheikh Muhammad Abdullah and Indira Gandhi, however it was never implemented in letter and spirit. "After assuming office of the chief minister for second time, Sheikh Sahib was stabbed in the back yet again and the blame is being given to him by saying that he accepted all that that has happened between 1953 to 1975 with regard to the constitutional amendments-92 in number- regarding Jammu and Kashmir" Kamaal said and added that if that had been the case why was his government toppled in 1977 in less than two years after the accord was inked by the representatives of the two governments vis Mirza Afzal Beg and G Parthasarthy. Admitting that Sheikh was very much in favour of accord and the accord had tacit blessings of NC founder to review the laws passed in J&K between 1953 to 1975 by the constitutional amendments paving way for extension of central laws to the J&K state. "this part was never allowed to happen as the powers to do so vest with the state legislature (on the recommendations of the cabinet) which never did so" Kamaal said and added that this was another deception of New Delhi to disgrace Sheikh in the eyes of the people. When asked why didn't Sheikh amended the laws when he got thumping majority in 1977 elections, Kamaal replied in vague terms saying that NC wanted to illicit New-Delhi on this issue first and it was in terms of the accord wherein it was made amply clear that the laws have to be reviewed in consultation with the union government. When asked again whether that ( taking New-Delhi on board on amending the constitution of the state) does not amount to erosion of the state legislature which was sovereign and could have easily amended the constitution to review the controversial central laws extended to the state during that period, Kamaal said, we took it to the logical conclusion by adopting the autonomy resolution which was never adhered to by the central government" Again when asked that adopting resolution in the year 2000 on autonomy and amending the laws in the state legislature were two different things, Kamaal said that New-Delhi never allowed to do so. Elaborating this, Kamaal said that Sheikh passed the Resettlement Bill in 1978 but it was challenged in Delhi High court by professor Bhim Singh and the court stayed the bill. To yet another question about why didn't NC pull out from NDA government in protest when it threw the resolution into the dustbin, Kamaal said, " we had have to remain on the right side of any government in Delhi. If protagonists of our resignation from the then NDA government can prove that it would have helped in getting autonomy, we will accept that mistake".
