| 'Operational modalities not framed' in last two years | | Where are 43,000 new casual labourers? | | Akshay Azad JAMMU, Mar 13: The height of casual approach of State Government can be gauged from the fact that after lapse of more than two years, since the issuance of order regarding engagement of 43,000 casual employees, astonishingly not a single appointment has been made so far in any department. Adding more to recklessness, the Government is giving a bogus reply as "Operational modalities are being framed" to even legislators, who asked for status of these 43,000 engagements, in their questions during Assembly sessions. Sources informed Early Time Plus that the Planning and Development Department had issued a Government order number 105-PD of 2010, on December 25, 2010 regarding the engagement of 43000 employees. "The Planning Department had identified the posts in various departments and had also bifurcated the same on department and district basis," an official said. According to bifurcation, the Public Health Engineering Department and Power Development Department had to engage 10,000 set-up while Rural Development Department 8000. "The Public Works Department and School Education had to engage 6,000 while the Floriculture department 2000 posts and Forest Department had to engage 1,000 casual employees," sources said, adding that during since last two years, not a single new causal employee has been engaged so far. "Whenever we enquire about the status of posts, the Planning department gave a very casual response, saying that operational modalities are being framed," a legislator castigated, adding that the Government has been misleading even them and the common masses for the last two years, by giving sham excuses. As per the order passed in year 2010, it has been learnt that the first priority would be to engage need basis, persons for maintenance/operation of the ongoing-schemes/projects, from out of the resources approved/available for such schemes. "In case the engagement is felt outside the purview of the project/scheme, the same should be carefully and critically assessed with a clearly spelt out funding source, i.e either the plan or non plan budget" the order divulged. An official in Civil Secretariat said that during the last two years, a good number of schemes were under process while many have been completed, but there was scarcity of manpower to take care of these schemes, but despite orders for engagement of 43,000 labourers nothing has been done so far, despite the fact that J&K stood at top in northern States in case of unemployment rate. Sources further said that the concerned departments were asked to give feedback to Government regarding the posts, but so far not a single department has given feedback. "The State Government claimed of have a great vision to address unemployment issue and the creation of 43,000 posts was announced at several occasions with much fanfare, but the reality of claims is that so far the Government has even failed to finalize, as who will the modalities for these engagements?," an official said. |
