Question papers of primary classes 'distributed' in open
Official team confirms 'shortage' during raids

Rajouri, Mar 13: In what can turn out to be a examination scandal bringing bad name to the Education department authorities on one more score, the question papers at the primary level in Rajouri district are llegedly being distributed in the open packets in the Thamnamandi education zone. The question papers are meant for final examination from class 1 to 7th grade which is scheduled in next few days. Shocking and surprising aspect of the racket under operation is that even the question papers even class 1 are being distributed for petty amounts in return.
After such reports came to fore, on the directions of Hilal Ahmad Parrey, Director Education (additional charge) officiating Chief Education Officer (CEO) Saif Ali has constituted a three member team headed by Roshan Lal HOD, DIET, who have raided various schools in the Thanamandi tehsil today. Under normal practices question paper is a confidential document and it must be packed and sealed in the packets at the printing place according requirement at various schools.
Abdul Haroof Dar, lecturer, DIET, and a member of team said that they checked 4 middle schools physically today and found all the question papers in open envelops including those examination of which will take place during next few days. The investigating team today visited boys and girls middle schools at Planger,boys middle school , Thanamandi, middle school at Bharatpur and primary school Ghareen.
At boys middle school team members found shortage of question papers and surprisingly 2-3 students were given a single question paper. In some schools teacher spent money from their pockets to get Photostat copies to cover the shortage of question papers. "After such complaints of irregularities Joint Director has rushed to Rajouri to investigate the complaints. CEO , Rajouri was also instructed to conduct investigation. Immediately after the report submitted by the Joint Director action will be taken, against those who will be found guilty," said Director Education .
According to other reports all the head masters/in-charge of government schools have been instructed to collect printing charges from the students.
From students of 1st and 2nd classes Rs 10 is being charged while Rs 15 was collected from the students of class 3rd to class 7. When contacted Mulakh Raj, ZEO, Thanamandi zone and officiating Chief Education Officer, Saif Ali said that they have no written orders in this matter and all the orders were issued verbally to collect printing charges.
"I have no idea of any such move (printing charge) as recently I was given the additional charge. Officials have been directed to find whether there is any government order in this matter or not. It will take some time," said Director Education.
According to reports for 1st to 2nd class there are only two question papers, 3rd to 5th four question papers and 6th to 7th class students have to pass 5 subjects.A question paper is printed on half of the page.
