JAMMU: High Level Monitoring Committee on Infant Mortality Reduction (MIR) held under the chairmanship of Minister of State for Health, Mr. Shabir Ahmad Khan here today.
The committee after thread bare discussion and review of the present status of infant mortality rate in the State has approved action plan of Rs 15.36 crore for the current financial year under 13thFinance Commission.
Commissioner Secretary Health and Medical Education, Mr. M K Dewidi, Special Secretary Health and Medical Education, Special Secretary Finance, Principals GMCs Srinagar and Jammu, Director NRHM, Director Health Services Jammu, Controller Drug and Food Organization, Financial Advisor Health, Joint Director Planning Health and other senior Officers of concerned Departments attended the meeting.
Under the Current years’ action plan Rs 4.08 crore would be incurred on the establishment of Sick New Neonatal Care units, Rs 3.50 crore would be expended on strengthening of Child Health Care interventions through NIPI UNOPS, while as Rs 1.69 crore on strengthening of labour rooms in delivery points and high case load facilities in Community Health Centers and District hospitals in the health institution of the State during Current financial year.
The Committee also approved Rs 4.62 crore for strengthening upgradation of labour room, recovery ward and Operation theatre of Gynaie and Obstruction, Neonatal Intensive Care Units in Government Medical collages of Jammu and Srinagar. Moreover the Committee also approved Rs 66.00 lakh for special immunization drive for high focus/drop out areas besides imparting the necessary training to the staff in Sick Neonatal Care Units.
The health Minister instructed the concerned authorities to ensure proper implementation of MIR action plan for achieving tangible results in reduction of infant mortality rate in the State. He said though the infant Neonatal Mortality rate reduced from 35 to 32 as per Sample Registration System report 2011 in the State but yet there is lot to be done in this regard. The Health Minister directed proper monitoring of the scheme at all levels by the State National Rural Health Mission Society. He instructed for keeping close coordination between the agencies involving carrying out different activities in the reduction of infant mortality rate in the State. He also directed for quarterly reviewing of physical and financial achievements of the Scheme. He also directed the concerned to remove the impediments if any confronting in achieving full targets with close coordination and cautioned that the funds allotted for the purpose should not be misused at any cost as government wants optimum results in the reduction of infant mortality in the State.
The Mission Director NRHM gave detailed physical and financial achievements registered in reduction of infant mortality rate in the State. He informed that 273 Baby Care Corners in PHCs have been opened. He said that in order to reduce the NMR, 75 Stabilization Units were installed CHCs in the State. He informed that 11 Sick New Born Units have been setup in the districts of Leh, Kargil, Baramulla, Handwara, JLNM Hospital, Gandhi Nagar Hospital, Kathua, Udhamur, Poonch, Rajouri and Anantnag. He said tha100 doctors and other staff working in Sick Care Units have been given necessary training from Kalawati Saran Hospital New Delhi till date.
