| Gous-ul-Nisa Jeelani appointed Vigilance Commissioner | | | Et Report
Srinagar, Aug 1: Jammu and Kashmir Governor, N N Vohra on Thursday, appointed former judge Gous-ul-Nissa Jeelani as the Vigilance Commissioner in the State Vigilance Commission."In exercise of power vested in me under sub section (1) of section 4 of Jammu and Kashmir State Vigilance Act, 2011 (Act No 1 of 2011), N N Vohra, Governor of Jammu and Kashmir, hereby appoints Gous ul Nisa Jeelani, Principal District & Session Judge (Retd), as a vigilance commissioner in the State Vigilance Commission, constituted vide notification SRO-59 of 2011 dated 15.02.2011", reads the notification under SRO 353 vide No GAD (Vig)5-Adm/2010 dated 01.08.2013. The appointment of retired Principal District and Sessions Judge, Gous-ul-Nissa Jeelani shall take effect from the date she assumes charge of the post in the State Vigilance Commission, said the notification issued by the state government. With the appointment of Jeelani as Vigilance Commissioner, the vacancy in SVC has been filled and is now complete with a Chief Vigilance Commissioner (CVC) and two Vigilance Commissioners. State Vigilance Commission in J&K was made operational with the appointment of former Director General of J&K Police, Kuldeep Khoda as CVC and former IAS officer R K Jerath as Vigilance Commissioner on February 11, and one post of VC had remained vacant. It was nearly two years ago that the state Legislature had approved a bill for setting up of SVC in Jammu and Kashmir. However, its constitution was delayed due to finalisation of names for the posts of SVC and VCs. A high level committee had approved the appointment of Khoda as the CVC and Senior retired IAS officer Jerath on May 28 last year. The Jammu and Kashmir State Vigilance Commission Act came in force in 2011 after the state Assembly passed the bill to set up a commission in Jammu and Kashmir. However, the Government started the process of appointment of Chief Vigilance Commissioner (CVC) and Vigilance Commissioners to the State Vigilance Commission on February 5, 2012 following issuance of guidelines for the appointment. The Commission has been empowered to inquire or cause inquiries to be conducted into offences under the Prevention of Corruption Act, Samvat 2006 by public servants, employees of corporations, government companies, societies and local authorities owned or controlled by the Government. The process for establishment of the Commission, however, faced many hurdles after a Selection Panel, headed by the Chief Minister Omar Abdullah recommended a panel to the Governor for the appointments. Following a 'disputatious' meeting of the SVC selection panel on May 28, the government had recommended the name of Khoda for appointment as CVC while the names of former Financial Commissioner, R K Jerath and former Secretary to government Muhammad Sayeed Khan were recommended for appointment as two Commissioners. Khan had later pulled out of the panel, citing personal reasons. |
