On hiccups, Super Specialty Hospital itself needs resuscitation

JAMMU, Aug 1: Conceived as a dream project with an aim to offer state of the art healthcare facilities to the people of Jammu region, the Super Specialty Hospital (SSH), Jammu that became partially operational some three months back lacks basic facilities and is ill-equipped to cater to the needs of the patients.
Official sources informed Early Times that even as SSH, Jammu got functional partly on May 5 last when the facility of Out Patient Department (OPD) for as many as six departments viz Cardiology, Cardiothoracic Vascular Surgery (CTVS), Neurology, Nephrology, Neurosurgery and Urology were thrown open for the general public, the hospital is running without the necessary equipments and proper infrastructure hindering the delivery of healthcare services to the patients. "When the SSH was thrown open for OPD facility, the Government had announced with much fanfare that indoor facilities too will be added and it will be fully operational within a fortnight but even after the lapse of three months, the institute is not yet ready to offer full services as it needs proper infrastructure to run it in a smooth manner… It is nowhere in sight thanks largely to the lack of will, paucity of funds and lacunae on part of the authorities concerned," sources told Early Times.
Going by the lack of proper facilities, it seems, the SSH was opened in haste even as it was not fully ready to cater to the needs of patients' requirements. Even after 87 days of its operation, the SSH could not add anything new except Dialysis facility.
The shortage of staff including doctors, Nursing Orderlies, Security Staff and Sweepers is one aspect with which the SSH is grappling while the lack of Laboratories and Blood Bank is another basic component where the hospital is lagging.
"The SSH was started hurriedly just to avoid the criticism of failing to meet deadlines even after repeated extensions….The hospital was made operational without giving a second thought on the lack of infrastructure and the proper facilities. As many as 60 Nursing Orderlies are required to facilitate the smooth functioning of six departments which are currently operational… There are no Diagnostic Laboratories for Bio-Chemistry, Microbiology and Pathology…. Technical Staff and equipments for laboratories are urgently needed but no concrete steps have been taken to provide the same… No funds have been earmarked till date to purchase necessary equipments," sources said.
Sources further said, "Blood Bank is not operational as yet due to the non-procurement of a high quality refrigerator which is one of the basic requirements to store the blood… With no Blood Bank around, the surgeries can't be performed in the hospital as about 100 bottles of blood per day are required for operations… Attendants will also find it difficult to arrange the blood when there is no provision of blood bank inside the hospital."
"There is shortage of doctors, helpers and other associated staff in SSH. The hospital doesn't have round the clock security apparatus….There are only 10-12 security men who leave the premises by 2 o' clock… The number of security staff is too less to safeguard such to safeguard the expensive machinery and furniture installed there….
Same is the position of sanitation which is being looked after by only 10-12 people which is again insufficient to maintain proper hygiene of such a huge premises," sources added. With Super Specialty Hospital (SSH), Jammu yet to be fully equipped with the men and machinery, there is distinctive possibility that indoor facilities could be added in the near future.
