| MGNREGA misappropriation, major scandal surfaces in Uri | | |

Srinagar, Aug 1: In Jammu and Kashmir the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) aimed at providing employment to rural masses with a mission to uplift their living conditions has been victimized at the hands of politicians of the ruling alliance in nexus with other officials of the Rural Development Department.
In block Uri in north Kashmir as per the departmental reports, the developmental works have been nearly 100 percent completed on the papers but on the ground things are entirely different as no works are visible. The persons who are dealing with affairs of MGNREGA are either political workers or Government employees. According to sources one person who has been kingpin of MGNREGA in said block happens to be Village Level Worker and a Sarpanch who is a close aid of the local MLA and Minister for Medical Education.
The documents available with Early Times suggest that Rs. twenty one lakhs have been released for 18 works which don't exist on ground in one Panchayat halqa alone. Forget about MGNREGA, the funds released under IAY for construction of houses for the below poverty line people have been drawn in favour of some people mostly Sarpanches, Panches or their relatives.
Rs. 5.83 lakh have been released in favour of twelve persons in Halqa Zamoor Pattan alone in the Uri Block and the beneficiaries are Panches, Sarpanches and their close relatives.
Sources informed that in Block Uri under Panchayat Zamoor Pattan One Lakh for construction of Masjid Sharief road, one lakh for retaining wall in Nabi Mohallah, one lakh for repair of canal in Bani Mohallah, one lakh for construction of dogyan road, one lakh for retaining wall in Madadyan, one lakh for Tragan road, two lakh for earth work of Naabad road, one lakh for retaining wall in Bakhi village, one lakh for Dukhi village retaining wall, one lakh for Ramwali retaining wall, one lakh for Baandi-kalsar road, one lakh for Dalyan-sood road, one lakh for Jaba-Gogad kote road, 2 lakh for construction of wall for Masjid sharief, two lakh for construction of road for Primary School and two lakh for the construction of road for Middle School Zamoor Pattan. However, sources said none of these works exist on ground and the funds have been misappropriated by the Sarpanches and Panches in nexus with the Rural Development Department officials.
It is important to mention that those who sanction funds lose authority to take stock of funds and the works done against those. After the launching of MGNERGA, RDD has become direction less as BDOs have become bosses and other higher officials fail to understand mechanism of corruption and prefer to save their skin by enjoying cool atmosphere of air conditions in doors in civil secretariat.
Sources further said the funds released under IAY for construction of houses for houseless BPL people have gone into the pockets of Sarpanches and Panches and the officials of RDD.
Meanwhile local Peoples Democratic leaders alleged that in various villages of Uri block, no works have been done on ground but payments have already been withdrawn which indicates a major embezzlement of funds under MGNREGA. They said that works have not been executed on ground but the payments stand withdrawn for the same. Interestingly the local National Conference leaders have also alleged that huge embazelment under MGNREGA and IAY have taken place in Uri constituency which is presently represented by Minister for Medical Education, Taj Mohi-ud-Din in the state legislature. An NC leader said he will leave politics if after inquiry no scam is unearthed. |
