Investigation in construction of lift irrigation Billawar demanded

Kathua , Aug 1 : Locals and employees Irrigation Department Billawar have demanded investigation in the violation of codal formalities and action against erring officers for construction of lift irrigation in Panchayat Pallan. Sources within department said the concerned authorities i.e. Irrigation Department Billawar has violated the codal formalities in the construction of lift irrigation in Panchayat Pallan as the project has not been thrown to tendering process, which is mandatory as per the guidelines of the department of Finance. According to the statement of Irrigation department AEE Anil Jhanzua, the project of Lift Irrigation was approved by the higher authorities only through verbal instructions as the cost of such project is variable and cannot be fixed. "But the officer incharge could not state if SE or XEN were competent to forgo the codal formalities for such works. The officers are violating not only codal formalities, but also directions of the Chief Minister who has been advising the official fiefdom to adhere to the financial regulatory norms, he said. Locals and even employees of the department have demanded investigation in the violation of codal formalities and suitable action against the erring.
While the Sarpanch of the Panchayat Pallan Akhtar Ali also stated that the concerned AEE, Anil Jhanzua has no authority or legal; right to construct the Lift Irrigation so he opposed and demanded an enquiry because there may be a biggest scam. However AEE Jhanzua also added that this project of lift irrigation in Panchayat Pallan was carried in emergency to meet out the water problem of Panchayat, if it is fact then why this project has not been finished in short time while it has been started in 2008 and still pending and unfinished.
