Curfew relaxed in Old city despite Div Com's denial
No 'harmony' between Div Com, DM offices?

Early Times Report

Jammu, Aug 13: While state is grappling with the challenge of restoring communal harmony within the state, lack of harmony between the offices of DM (DDC) and Divisional Commissioner Jammu came to the fore explicitly today as miscommunication between the two top officers of the civil administration created chaos and commotion amongst the police and Army with regards to granting relaxation in curfew restrictions in the city Tuesday.
While an official communication from the office of the divisional commissioner divulged that three hours relaxation in curfew was being granted on Tuesday only in the south district of the city, the relaxation was extended to the old city as well even though the Divisional commissioner had maintained that the relaxation would be granted in the old city only on Wednesday.
Divisional Commissioner Jammu, Shantmanu had said, "It was incident free day in Jammu, no violence was reported since morning, curfew relaxation was given for three hours in Jammu south, but the curfew will be continued."
"No relaxation in curfew was given in old city, we will review the situation and may give some relaxation in old city tomorrow morning," he added.
Even as local television channels displayed messages of relaxation in curfew in City South, comprising areas of Gandhi Nagar, Trikuta Nagar, Channi, Nanak Nagar etc, police vans emerged in the old city announcing that the curfew was relaxed in the old city also, interestingly in disharmony with the official instructions of the Div Com. The Police appealed to the shopkeepers to open their shops to enable residents to shop for essentials.
"When I heard of relaxation in curfew, I set out for the market, but was not allowed by the Police and the Army deployed at Janipur, but soon police vans making announcements of relaxation in old city areas appeared on the scene and I was allowed" said Sudershan, a resident of New Plots.
"Eventhough, relaxation in curfew brought much awaited relief to the residents who were confined to their houses for three days and had run out of stocks of essentials, the lack of coordination that resulted in relaxation in restriction across the city in one go could have resulted in serious administrative lapse" lamented a retired government officer, expressing dismay over the evident slip.
