| Sensitive Kishtwar gets `tainted' Baseer as DC | | Is JK short of honest officers? | | Akshay Azad
Jammu, Sept 1:It seems there is dearth of honest officers in Jammu and Kashmir. The appointment of `tainted' Baseer Ahmad Khan, who was relieved of the charge of deputy commissioner Srinagar on the directions of high court for his alleged involvement in Gulmarg land scam as deputy commissioner of sensitive Kishtwar district has raised many a brows. Documents in possession of Early Times revealed that Jammu and Kashmir government had so far tried its best to save Baseer Ahmed Khan, from getting him prosecuted, since his name came in infamous Gulmarg Land Scam. The state government had even knocked the door of Supreme Court of India to save Baseer Ahmed Khan but state government's plea was rejected by Supreme Court in March 2013. Sources revealed that the state government had left no stone unturned to save Baseer Ahmed Khan to get prosecuted and had also wasted many days to furnish details of Baseer Ahmed Khan to Union government for accord of sanction to prosecute him. In the order dated March, 4, 2013, passed by Jammu Kashmir High Court headed by Justice MM Kumar (Chief Justice) and Justice Mansoor Ahmad Mir, it was observed that a person (Baseer Ahmed Khan the then Deputy Commissioner Srinagar) who had been facing serious charges of corruption could not be permitted to remain posted in the capital city (Srinagar). "At capital city a person with clean image should have been posted. Therefore, we direct that Baseer Ahmed Khan (DC Srinagar) shall be relieved from the present posting on or before March, 6, 2013 and other suitable officer be placed", the court had observed. Acting on the court directions, state government posted Baseer Ahmed Khan as Director Panchayats in the department of Rural Development and Panchayati Raj, but within a lapse of four months, when voices were raised against Kishtwar DC, state government got best chance to post his favorite officer as DC Kishtwar. The recent posting of Baseer Khan as Deputy Commissioner Kishtwar, has raised many eyebrows over the intention of state government and pointing towards the fact that state government was least bothered to calm down turmoil hit Kishtwar district and more interested in adjusting his trusted and favourate officers, so that situation could be controlled according to their whims. While criticizing the posting, a senior advocate said the government has made its intentions known by the posting. "The honest officers in state government are sidelined, while the corrupt holding close allegiance to political masters are getting plum postings and even if their involvement get exposed, their political masters leave no stone unturned to save them", he said. He further said that the intention of state government also got crystal clear in the order of High Court of March 4, 2013, in which learned Senior Additional Advocate General Gagan Basotra had been seeking more and more time, on one pretext or the other. The court of Justice MM Kumar had observed that it has came to fore that a case FIR number 08/2009 was registered at Police Station VOK, involving allegations of corruption in Gulmarg Land Scam. The order further observed that the challan was presented in respect of other accused but in respect of Baseer Ahmad Khan, it was argued that a nod was awaited from Government of India for presentation of challan. The application was received by this Court in December, 2012 and in this regard first order was passed on January, 31, 2013 giving notice of the application which was duly accepted by learned senior Additional Advocate General. The court observed that the matter was posted for hearing on 4-2-2013, which on request made by state councel hearing was deferred to February, 11, 2013. Even on 11-2-2013 the learned State Counsel requested for two weeks more time by citing reason that situation in Kashmir valley was not conducive for reconsidering the question concerning posting of Baseer Ahmed Khan as Deputy Commssioner Srinagar. The learned Senior AAG without any basis and lawful excuse has again requested for another adjournment. "However we find that there is no justification for granting any further adjournment", the order stated and ordered state government to relieve Baseer Ahmed Khan as DC Srinagar", the court had observed. |
