Early Times Report

Jammu, Nov 16: Council For Civil Liberties Chairman Inder Mohinder Tar Singh while addressing the media persons brought to light the several irregularities and bunglings in State Financial Corporation which has become State Financial Corruption Department.
It is quite unfortunate that due to few higher ups in the department the state government exchequer has incurred huge losses, he said.
It is disheartening that young man Sunil Gill who happened to be a great footballer at national level died and none in the family was adjusted in the department as it is a normal practice that a family member is adjusted against such cases.
On the top of that when the deceased was hospitalized the same was not considered on medical leave which is against the norms and even his salary was not paid.
Reeta Gill wife of the deceased and mother of three children pleaded and went from pillar to post but no one paid any heed to the same. She says the kind of torture she had undergone was unbearable perhaps the almighty gave her the courage to come out of that trauma.
Tar Singh said that many of the employees were retired under "volunteer retirement scheme (VRS)" but the dues of the same were not cleared within the stipulated time period.
Immediately after the VRS new recruitments were made which are against the norms set by Reserve Bank Of India. Normally the VRS is meant for surplus staff and if staff is in surplus then how new appointments were made.
One after another blunder was committed by such corrupt officials and they have made the department as State Financial Corruption Department, pointed out Tar Singh. The retired employee was re-engaged by the department by throwing the ban on such appointment to dustbin.
Some time ago one of the leading daily English newspaper carried a story that one of the employee Abdul Ahad Shah who had close proximity with the Managing Director Abdul Rashid Makroo was re-engaged by MD, SFC thus giving a damn to the directions of Chief Minister Omar Abdullah imposing ban on re-employment of employees after retirement.
It was also mentioned that the said re-employment was favouritism by the MD, in lieu of his supplies of monthly ration of rice, vegetables and other items and other special services to the MD.
Further the said employee was simply a matriculate and others who had retired along with Shah were much more qualified, experienced and more efficient than him, but were not re-employed.
It was also mentioned that the same was involved in swindling commission amounts which SFC was to receive from suppliers of tractors and JCBs, quoted Tar Singh.
It was urged upon the Finance Minister Abdul Rahim Rather who happens to be Chairman SFC to look into this matter personally and do the needful by setting an example by immediately suspending and initiating an enquiry by a judge of high court in this regard.
Prominent among others who supported the cause and showed solidarity with the CCL are Sat Pal Saini (EP Tenants Welfare Society), Th. Kamal Singh(Jammu Welfare Socirty), Hari Singh(Sarpanch), Sikandhya Devi, Bachno Devi (both PoK Jammu Kashmir Displaced Persons Front) and Sukhvinder Singh (State Akali Dal) was also present were Showkat Gill, Reeta Gill and children of the deceased Sunil Gill and others.
