| Technical Education changes orders just like Chameleon changes its colours | | Employees get suspended, reinstated within days | | Jehangir Rashid
SRINAGAR, Nov 17: Making a mockery of service rules prevalent in the state, higher ups of Technical Education department get the orders issued by them rescinded within days. Officials are suspended, then re-instated and finally salaries of suspended officials are released.
The issuance of orders followed by their subsequent cancellation gives an impression that orders can be changed in the Technical Education department in the same manner as a chameleon changes its colours. If the suspension orders would have been implemented in letter and spirit it might have led to enhancement of performance through better work culture.
Sources said that on August 17, 2013, J P Singh, Director Technical Education along with Parvez Ahmad Malik, Commissioner Secretary, Technical Education made a surprise visit to ITI Budgam and found number of officials absent.
The absentees were placed under suspension and services of few officials working on academic arrangements were dispensed for remaining absent, sources said.
"On September 12, both Singh and Malik made a surprise visit to ITI Pampore and Budgam and found number of officials absent. Following this vide letter number DTE\101\adm-insp\1877-79 dated 13-09-2013 the absent officials were suspended and similar treatment was meted out to the academic staff of ITI Budgam," said the sources.
The sources said that on September 28, Director Technical Education visited ITI Baramulla and ITI Uri and found number of officials including the head of the institute of Uri absent from duty. The sources said that permanent staff members of these two institutes who were absent were suspended while as the services of consolidated staff working on academic arrangement was dispensed with.
"The suspension of the absentees gave an impression to the employees that this is being done to improve the functioning of the department, but that was not to be. On September 30, Director, Technical Education vide letter number DTE\101\2\48-51 released the pay of absentee officials by treating the period of absent from duty (permanent staff) and re-engaged the academic staff treating the absent period break in service," said the sources.
"Directorate of Technical Education modified all the previous orders and issued fresh instructions on October 24 to head of institutions that the days of absent shall be treated on duty and the academic staff shall be allowed to continue without any break," sources said.
The sources said that a senior official of ITI Seer Hamdan who was placed under suspension following complaints of misbehaviour with Head of Institute and teasing of female staff was reinstated only after greasing the palms of the Section Officer. "Deputy Director Technical Education, Kashmir vide order no 66 of 2013 dated 27-09-2013 ordered for the suspension of an official of ITI, Seer Hamdan. However, the official after paying hefty sums to Section Officer got himself reinstated on 22-10-2013 vide order number 731 of 2013. This was done without obtaining the views of head of the institute and provincial head," said the sources.
The sources said that on October 10, Director, Technical Education among others promoted two officials namely Ghulam Nabi Itoo and Sheikh Saima from Junior Assistant to Senior assistant and posted them to State Board of Technical Education and ITI Anantnag respectively vide order number 703 of 2013.
"On October 24, Director, Technical Education modified the above order and transferred Ghulam Nabi Itoo along with post from SBOTE to ITI Bemina and Sheikh Saima from ITI Anantnag to the office of Deputy Director, Technical Education vide order number 764 of 2013. On October 4, Director Technical Education vide order No 675 of 2013 transferred Zamrooda, Social Study Instructor from ITI Ganderbal to ITI Pampore," said sources.
The sources said that on October 25, Section Officer of Directorate got the said order modified from Director Technical Education following which Zamrooda was posted from Pampore to ITI Srinagar and Ali Mohammad Wani was transferred to Pampore from ITI Srinagar. |
