After BOPEE, Ayush put on sale

SRINAGAR, Nov 23: At a time when state government is busily involved in sorting out the BOPEE scam, another major scam came to fore in National Rural Health Mission (NRHM) Ayush wing of Health sector across Kashmir with the allegation of bargaining in the selection process.
The list of some blue eyed candidates of district Kupwara in possession of Early Times which though according to the concerned Additional District Magistrate (ADM) Dr Farooq is yet to be finalized and not known to anybody reveals that candidates Mohammad Ashraf Wagay serial number 9,roll number 74, Mohammad Syed Rather serial number 8, roll number 68, Mohammad Farooq Dar serial number 11, roll number 76,Irfan Nasir serial number 13,roll number 44, and two female candidates on serial number 7,roll number 73 and serial number 39,roll number 48 were given complete access to papers before written examination was held and like these candidates all other blue eyed candidates were preferred in selection during viva test after according to the sources Rs 2 lakh fifty thousand to Rs 3 lakh were taken from each candidate.
Talking to Early Times ADM Kupwara on record confirmed the names of candidates selected by the District health society Kupwara which Early Times dictated to him, however, said that list of candidates is yet to be finalized and added that he is though part of the health society but not the authority to talk on the issue.
According to the credible sources working within the district administration Kupwara on, 23/10/2013 an advertisement notice for the selection of candidates under NRHM, Rashtriya- Bal-Swast- Karikrum (RBSK) was advertised and accordingly in first phase 28 candidates from district Kupwara were selected because posts sanctioned to the health society were more than the candidates selected from district Kupwara. In order to fulfill remaining posts applications for the posts were received from the candidates of other districts in which selection norms were violated as written test was introduced with an intention to provide papers to the applicants before examination in lieu of two lakh fifty thousand to three lakh from each candidate. And in a programmed manner written test was held in a private school.
Sources said that likewise papers for the blue eyed candidates were set without consulting any expert from the other branches of Ayush, interviews were also conducted without consulting any expert from other systems of Ayush to grab a huge sum of money from each candidate.
Like district Kupwara according to the drop out candidates of district Kulgam same bargaining was done in the selection in which blue eyed candidates recommended by some local politicians were preferred over deserving candidates. In many cases blue eyed candidates were given 20 out of 20 marks in their viva test.
The selection criteria for candidates varies in district Kulgam where only viva test was held and ultimately contradicts with the selection process of district Kupwara where first written test was followed by viva test touched the 68.70 cut off mark.
According to one drop out candidate of Medical block Qazigund Bilal Nabi Banday who used to be a topper at district as well block levels was allegedly dropped as another candidate Mohsin Maqbool of Panzeth area was selected only because of the help of highly placed official in the selection committee who helped him to secure 20 out of 20 in his viva test.
"My marks percentage of academic value is 68.74 but I was given only 10 marks in viva, while as his percentage is only 48.70 but he was given 20 out of 20 to reach to the cut off marks," said Bilal Nabi Banday
Three other drop out candidates of distrcit Kulgam Dr Jalal-ud-Din with an M.D degree, five international publications and author of two books, Dr Irfan and Dr Bilal on record alleged that they were dropped according to a preplanned bribery methodology in which complete bargaining system was used in the selection process and accordingly only those candidates who were recommended by politicians and bureaucrats after paying a fair amount of money were selected in the viva test.
Sources said that even some candidates who were posted in Ladakh did not even apply in viva test held as well however were selected only after paying a huge amount of Rs five lakh to the concerned officials while some candidates who are near their age criteria were dropped besides some highly qualified Doctors with M.D Degrees were sidelined from the selection process.
Director NRHM, Dr Yashpal Sharma said that a strict action will be taken against all the concerned selectors at district level only after he came to know through Early Times tomorrow how fraudulent measures were used in the selection process across the Kashmir in this programme.
