Missionary schools make hay as politicians, bureaucrats smile on them
Pay peanuts for land at prime locations

Srinagar, Dec 2 : The top most missionary schools of Kashmir in which wards of bureaucrats, politicians and elite class pursue education enjoy all the patronage to work under 1960 land grants act of Jammu and Kashmir with no modification in land lease process for last 40 years. The document details in possession of early times reveal that for Burn Hall school falling under Sonawar area which occupies 32 kanals,4 marlas and 56 sfts of land pays only 3242 rupees rent annually, Presentation convent falling under Rajbagh area which occupies 95 kanals,4 marlas and 57 sfts pays only rupees 12000 annually, while as two other Schools namely Biscoe and Mallinson falling under Sheikh Bagh area of Srinagar which occupy 84 kanals,11 marlas and 9sfts annual rent paid by these schools is not known to people since 1980 and neither are the school authorities ready to share any such details with people as well. According to the sources some politically influential families succeeded to enroll their children in these schools have been charged around Rs 55,000 for enrolment of their children.
However one official document of the office of the Assistant Commissioner Nazool Srinagar reveals that for an area of 95 kanals,4marlas, 47sfts renewal of lease hold rights in favour of Kashmir catholic church office bearers last time has happened in 13/05/1977 and the said area of land has been given on lease to the office bearers of the catholic church for a period of 40 years on enhanced ground rent of rupess 1000 per month vide government order number REV (NDJ)262 dated 30/10/1978. The document details also reveal that lease holding rights of such schools will though expire around the year 2017, however all these schools enjoy the land lease agreement as per the provisions of Jammu and Kashmir land grants act of the year1960 and has never been modified. Sources said office bearers of all such schools are in close association with some top brass politicians and bureaucrats whose wards pursue education in these schools and are enjoying decades old land lease rights with no modification of the lease orders over the years.
A lease deed sanctioned by the government of Jammu and Kashmir in favour of the Principal and Director Tyndale Biscoe and Mallinson society Srinagar namely Parwez Samuel Kaul son of Sham Lal Kaul of Sheikh Bagh Srinagar Kashmir under government order no REV(NDK)322 of 1980 dated 12/09/1980 termed as renewed lease agreement for an area measuring 28 kanals.16 marlas,270 sft,3 kanals,18 marlas,258 sft and 17 kanals,10 marlas,201 sft at different places in Srinagar for the functioning of his schools.
The previous lease dated for the said area which had expired on 14/3/1975 had again been renewed for a period of 40 years without any specified modification in terms of increasing the amount of rent paid annually and there by lease term which as per document details is going to end after few years from now.
A copy of agreement between the Government of Jammu and Kashmir and land lease holders in possession of early times reveal that all such lease holders have been asked to follow land grants act 1960 of Jammu and Kashmir and all the top brass timely placed officials of the state government including Deputy Commissioners, financial commissioners, assistant financial commissioners, besides the Governor of Jammu and Kashmir and Chief Ministers are also informed formally about such agreements taken place between the concerned government officials and land lease holders since 1978.
