| Mushtaq Peer took money, forged signatures; granted recognition to DOEACC centre | | Skeletons continue to come out of Peer's cupboard | | Jehangir Rashid SRINAGAR, Dec 15: Diplomas and certificates offered by DOEACC in Kashmir are all set to come under scanner as the centre got recognized due to a 'fraud' carried out by former Chairman, Board of Professional Entrance Examinations (BOPEE), Mushtaq Ahmad Peer who is in judicial custody for selling Common Entrance Test (CET) 2012 entrance papers. Sources told Early Times that in 2003, Peer forged the signatures of two members of three member committee formed to check the feasibility of providing recognition to Department of Electronics and Accreditation of Computer Courses (DOEACC). The forging of signatures ensured that DOEACC is given recognition despite objections raised by two members whose signatures were forged. "In 2003, DOEACC approached University of Kashmir for giving recognition to the Computer Centre where the computer courses were being offered to the students. Then Vice-Chancellor, University of Kashmir Prof Jalees Ahmad Khan Tareen constituted a three member committee in order to check the veracity and feasibility of granting recognition to the computer centre of DOEACC," said sources. Sources said that the committee comprised of Prof Nisar Ahmad, Department of Electronics, Prof Abdul Wahid, Department of Economics (presently VC of Central University of Kashmir) and Prof Mushtaq Peer, Head of Computer Sciences. They said that both Prof. Nisar and Prof. Wahid were not happy with the functioning of DOEACC and rejected the demand made for recognition by the department. "Prof Nisar and Prof Wahid were not in favour of granting recognition to DOEACC Computer Centre and as such the No Objection Certificate (NOC) was not issued in favour of the department. However, after some time it came to fore that DOEACC has been recognized and the department can offer diploma and certificate courses in computer applications," said sources. Sources said that when the authorities delved deep in the issue it became clear to them that Mushtaq Peer forged signatures of Prof Nisar and Prof Wahid in order to pave way for recognition of DOEACC Computer Centre. This, the sources said was done by Peer after receiving Rs three lakhs in lieu of the deal struck with the owner of the DOEACC computer centre. "The matter came in the notice of then Vice Chancellor, but it was pushed due to the pressure tactics adopted by Peer. Subsequently, the matter was hushed up and no action whatsoever was taken against Peer for taking the money in lieu of recognition granted to DOEACC Computer Centre. Time has come when this file too should be opened so that action is taken against Peer," said sources. Department of Electronics and Accreditation of Computer Courses (DOEACC) is an autonomous scientific society under the Ministry of Communications and Information Technology. The department is involved in training, consulting, product development, entrepreneurship and human resource development in information, electronics & communication technologies. It is based in New Delhi with a network of centers on the globe. The DOEACC Society was created by the Department of Electronics to implement a scheme of the AICTE (All India Council of Technical Education), with a view to harness the resources available in the private sector for training in the Computers, with a view to meet the increasing requirement of the trained manpower. |
