| Affected families of Kishen Ganga HE project suffer | | In absence of New Land Acquisition Act | | early times report Srinagar, Dec 18: The families of Gurez and Bandipura which have been affected by the construction of 330 megawatt hydro electric power project (HE Project) are up in arms against the authorities and NHPC for paying them peanuts as compensation for their land and property which has been acquired by the National Hydro Electric Power Corporation (NHPC) . The National Hydro Electric Corporation (NHPC) is constructing a hydro electric (HE) project on Kishen Ganga in Gurez Bandipura. The villagers of Kralpora, Chek Chandaji , Matrigam and Pazalpora in Bandipora district of north Kashmir have been protesting against NHPC for paying them very low compensation for their property (land etc) . The villagers have been demanding fulfillment of agreement with the NHPC including providing of employment to local residents , implementation of rehabilitation plan, enhancement of Land Compensation, environmental protection etc. The under construction HE project has already affected more than 900 families in the aforementioned villages. The 330-Mega Watt Kishanganga Hydro Electric Project is being constructed at an estimated cost of 3642 crore rupees . The NHPC awarded the construction of this project to Hindustan Construction Company (HCC) in 2009 and is scheduled to get completed in 2016 but the affected villagers according to sources are being paid monetary compensation at the rate of Rs 3 Lakhs per kanal for their acquired land which according to local affected people is very less. Had Government enacted a new Land Acquisition Act in Jammu & Kashmir or extended the one passed by central Government, the affected villagers would have got a handsome compensation four times more than what they have been paid by the NHPC. Pertinent to mention that under the new Land Acquisition Act , the land and other kind of immovable property which is acquired in urban areas would be paid compensation double the market value of the property and in rural areas , the compensation would be paid four times more than the exact market rate of the land / property. Hundreds of hectares of land has been been acquired by the Government for national highway road widening from Jammu- Srinagar and the work is under progress now. The compensation being paid to the affected people amounts only to the market value of land . As the new Land Acquisition Act is not applicable in J&K , all the affected families right from Lakhanpur to Baramulla would have been paid four times more than what they have been paid by the Government. This clearly indicates that in absence of new Land Law in J&K the poor people of this state suffer lot. |
