| Funds for police modernization enhanced | | Annual Plan allocation reduced | | Akshay Azad JAMMU, Dec 18: The thrust of Union as well as State Government is seemingly more towards strengthening police force rather than developmental issues related to common person. This is reflected by the annual plan allocation for financial year 2013-14. It has not been enhanced but the budget for police modernization for same financial year shows a four-fold increase. Sources informed Early Times that despite slash in funding for last financial year, Union Government has enhanced the funds for police modernization for financial year 2013-14. "The annual plan allocation for state for financial year 2013-14 stood at Rs. 7300 Crores out of which nearly about Rs. 2000 Crores was Special Plan Allocation, which is yet to be released, but the Union Government has given a lion's share of Rs. 114. 54 Crore for police modernization, which pointing towards the priorities of Union Government", an official in civil secretariat seeking anonymity said. He further said that Omar Abdullah led State Government was more concerned towards strengthening and modernization of police force rather than emphasizing on various developmental issues. "The state is clamoring for funds under SPA component as only three months of financial year are left, but not a single penny has been released by Union Government due to some unknown reasons but same Government is seemingly magnimonious for police strength", he said. For the financial year 2011-12, the Union Government had allocated Rs. 109.73 Crore for police modernization but for the year 2012-13 same was Rs. 22 Crore, owing to failure of State Government to utilize the funds but for the financial year 2013-14, Union Government has given four times enhancement to allocation and had allotted Rs. 114.54 Crore. They further said that funds were released every year to state under the scheme which was earmarked for procurement of vehicles, communication equipment, surveillance equipment, sophisticated weaponry, creating training infrastructure and construction of police stations, outposts and barracks. The record in possession of Early Times further revealed that during the year 2010-11, the State Government was allocated Rs 148.25 Crore under the head, out of which only Rs 16 Crore remained unspent |
