| Complaints fall on deaf ears, SWD official retires unharmed | | | early times report
Rajouri, Dec 18: Despite a bundle of complaints against him lodged at various platforms, a warden in the department of Social Welfare has retired 'honorably' escaping any administrative or legal action against him.
On January 17,2012 the then Deputy Commissioner , Rajouri vide his office letter NoSQ192024 dt 17/1/2012 directed Director Social Welfare , Jammu to take necessary legal action against Baboo Khan, Warden (now retired) as he was found involved in irregularities and mismanagement by the inquiry officer.
Baboo Khan retired on October 30 this year and till today the government has failed to take any action despite the fact the erring officer was found involved in miasappropriation of funds meant for the welfare of poor Pahari speaking students living in Pahari hostel at Rajouri.
On 16/11/2012 CM Grievance cell instructed the then Dy Commissioner , Rajouri to dispose off the complaint at the earliest. On 28/11/2011 DC vide his office letter No.SQ 160509 appointed Farooq Shah the than AC defence as inquiry officer and in his report which he submitted to DDC Rajouri on 2/12/2011 AC defence had highlighted grave irregularities and mismanagement by the warden.
In Jnuary , 2012 DDC forwarded the report to Director Social Welfare Department (SWD); with copies to commissioner secretary to government for SWD, secretary J&K state advisory board for the development of Pahari speaking people; for information and taking necessary action.
The cpoy of the report was also forwarded to SO, vigilance organisation Jammu (VOJ) vide DDC office letter NoSQ2251 dt 1/03/2012.
In his report to higher authorities, the then DDC, FC Bhagat has informed that acomplaint was received from the Vigilance Organization, Jammu and hostel inmates regarding mismanagement and financial irregularities in the Pahari Hostel, Rajouri.
Deputy Commissioner, Rajouri vide his letter No.SQ192024 dated 17.01.2012 forwarded the enquiry report to Director, Social Welfare Department, Jammu for taking necessary action against the mismanagement and irregularities. The enquiry report was also endorsed to Commissioner Secretary to Government, Social Welfare Department JK, Secretary, State Advisory Board for Development of Pahari Speaking People for information and necessary action. The same enquiry report was also forwarded to Superintendent of Police, VOJ (PR), Jammu vide this office letter No.SQ2251 dated 01.03.2012.
The complaint has been found genuine. Enquiry into it has already been conducted and concerned officers have been informed as stated above for taking necessary corrective measures, but the official accused of gross misappropriation has escaped any action till date.
