Jammu, Dec 19: Flaying the NC-Cong coalition for its delay and deny approach in ensuring empowerment of Panchayats and in incorporating the provisions of 73rd Amendment Act, Harsh Dev Singh NPP Chairman and MLA today has demanded incorporation provisions of 73rd amendments to empower Panchayats. JKNPP chairman and MLA Harsh Dev Singh in a statement issued here today flayed NC-Cong coalition for delay approach in ensuring empowerment of Panchayats and in incorporating the provisions of Amendment Act in the J&K Panchayati Raj Act and said despite a lapse of more than two and a half years from the date of constitution of Panchayats, no action had been taken to complete the three tier system of Panchayats. Urging for early steps for implementing the provisions of 73rd constitutional amendment, Singh sought early constitution of Block Development Councils (BDCs) and district Planning and Development Boards (DPDBs). He also demanded due reservation for women, Scheduled castes and Scheduled Tribes in the BDCs and in district Boards in consonance with the spirit of 73rd Amendment. Urging for early release of honorarium in favour of Sarpanches and Panches and Panchayati Adalats, he said that govt should consider release of their arrears of remuneration @ Rs. 2000 p/m for Sarpanches and Rs 1000 p/m for Panches from the date of constitution of Panchayats in terms of corresponding provisions of Panchayati Raj Act. He further demanded release of Rs. 10 lakh to each Panchayat for undertaking developmental activities as repeatedly announced. Harsh Dev Singh also called for orientation courses for members of Panchayats so as to give them proper counseling in terms of Govt. order No. 1126-GAD of 2011 where under certain powers pertaining to 14 Departments had been proposed to be delegated to them. He sought organizing of such orientation cum refresher courses at District and tehsil levels. Alleging large scale omissions and commission in the working of MGNREGA in the State, he said despite thousands of crores of Rupees being spent each year under the said GOI flagship programme, the physical activity on the ground was negligible. He sought a high level probe into all spending and expenditure incurred under MGNREGA during the last three years. |
