Jammu, Dec 21: Pre-mature transfer of Dr Vinod Sharma from the post of Health Officer of Jammu Municipal Corporation (JMC) and appointment of junior officer on the post authenticate allegations that transfer industry is flourishing the Government headed by youth Chief Minister Omar Abdullah.
Furthermore, this transfer has also exposed that instead of appreciating officers for taking pro-people initiatives, Ministers of the coalition regime are more concerned about minting money instead of addressing woes of the common masses.
Dr Vinod Sharma was transferred from the post of Health Officer JMC despite being the fact that he has not completed his prescribed tenure of two years. The Minister of State for Health, who has earned "reputation" of transferring officers in "whole-sale" allegedly for personal gains, has appointed his blue-eyed boy Dr Mohammad Saleem Khan as Health Officer of JMC.
The Minister was so particular to appoint his man on this important post that he by-passed Director Health Service and got the transfer order approved from Commissioner/Secretary Health department.
It is pertinent to mention here that the post of Health Officer, JMC, remained occupied by a Doctor for more than 15 years. Shockingly, there was no one in the successive Governments, who could transfer him from the said post the Doctor in question, who has got retired now, earned patronage of many political big wigs of Jammu and Kashmir. It was only the then Minister or Health, Chowdhary Lal Singh, who transferred him. But, when Ch Lal Singh got elevated as Member Parliament for Doda-Udhampur Constituency in 2004, the Doctor again managed his posting as Health Officer (HO), JMC.
Highly authoritative sources said that transfer order of Dr Vinod Sharma was issued on December 12 but he was not aware that he has been removed from him post. Dr Vinod Sharma got the information of transfer only on morning of December 13 when Dr Khan came to take charge of JMC Health Officer. Dr Vinod Sharma is a highly qualified doctor. He is MBBS-MD but his successor is simple MBBS.
Pre-mature transfer of Dr Vinod Sharma has raised many eye-brows. It is believed that Minister of State for Health has transferred him due to the pressure of the milk-mafia because the officers had launched a drive against milk-adulteration in Jammu city.
Sources said that earlier milk-mafia had tried to terrorize Dr Vinod Sharma by assaulting him during drive against adulteration but the mafia failed to terrorize the honest and committed doctor so ultimately the mafia seems to be have utilized good services of the Minister who for the last 11 months has transferred large number of doctors.
Dr Vinod Sharma had also launched a campaign against use of polythene in Jammu city and in his small tenure as Health Officer in JMC seized tonnes of polythene bag and also launched awareness drives for the betterment of general public.
All attempts to contact higher officials and Health Minister proved futile. |
