| Staff dearth hampers functioning, 68,920 ISSS cases pending | | Committee on Estimates reprimands Social Welfare Department | | Avinash Azad JAMMU, Feb 27: The Committee on Estimates, constituted Speaker Legislative Assembly has reprimanded the social welfare department, as huge number cases of Integrated Social Security Schemes (ISSS) are pending due to staff dearth in the department. Committee's report which was tabled at both lower/ uppers legislation houses revealed that amid availability of funds for schemes, 68920 cases under ISSS pending. "After going through the information furnished by the department, the committee expressed its displeasure over the large number of vacancies that is 32 posts of Gazetted and 171 non-Gazetted posts were laying vacant in the social welfare department and its subordinate offices", the report says. The department admitted before the committee that about 68,920 ISSS cases were pending, which being cleared in due course for which the Finance/Planning and Development department had agreed to provide requisite funds to the tone of Rs 21 cr. "The committee observed that it was well acquainted with the facts that a large number of pension cases in respect of different social security scheme including old-age/disabled persons and widows with the department and asked the department clarify barfly about the said sensitive issues being directly related with weaker and down trodden sections of the society", the report divulges, adding that there was a general feeling among the masses that despite huge allocations made by the Government of India under various Centrally Sponsored Schemes in the state for the welfare of the poor masses only few schemes were implemented on the ground. The committee also observed that there were many complaints about the distribution of cheques to the beneficiaries under various schemes and directed the department to explain the reason for not registering the fresh eligible persons for the last more than three years for including them in the pension schemes. |
