| VIP Movement: Traffic police's encroachment on citizen's right to freedom | | Traffic can be stopped only for President, Vice President, PM : MHA | | Early Times Report
Jammu, Feb 27: While stopping normal traffic to facilitate VIP movement is a standard drill in J&K, the law provides for all clear access only for the top dignitaries of the country.
The Ministry of Home Affairs in reply to an RTI filed by activist Deepak Sharma revealed that the traffic on roads can be stopped only in the case of movement by the President of India, the Vice President of India, the Prime Minister of India and visiting foreign dignitaries who are given President/PM level security cover.
Sharing details, Deepak said that generally it is seen that for the easy and free movement of VIPs and their convoy on roads, the traffic is closed for general public, who even in cases of emergencies are not allowed to pass, even the ambulance are not permitted to move and in some cases many patients had lost their lives in the ambulances which are made to wait till the VIPs and their convoys are not passed.
The activist further stated that to know the guidelines of stopping traffic for the general public to provide free and easy passage to the VIPs, he filed an RTI application to the Union Ministry of Home Affairs vide regn. No.MHOME/R/2014/60202, asking about the designations of all such VIPs who are allowed to move freely on roads by stopping the traffic for general public.
The Ministry of Home Affairs in reply to the filed RTI submitted that the traffic can be stopped only in the case of the President of India, the Vice President of India, the Prime Minister of India and visiting foreign dignitaries who are given President/PM level security cover so as to give them safe passage during movements by road.
The activist termed the present practice followed by traffic police to halt traffic for general public to give free movement to all VIPs without following the guidelines of MHA, as undemocratic and violation of fundamental right of the people to enjoy right to freedom of movement. |
