| Violation of code of conduct by Transport Minister | | MLA Raipur writes to Chief Electoral Officer | | ET Report JAMMU, Mar 12: The BJP MLA from Raipur Damana has accused the CAPD and Transport Minister of violating the Model Code of Conduct with a view to extract undue and illegal party funds from aspiring carriage contractors of the State Road Transport Corporation. In a complaint to the Chief Electoral Officer, of the State Government, MLA Raipur Damana Bharat Bushan has accused the Minister of violating the Model Code of Conduct by relaxing the terms and conditions required for eligibility for the job for assigning the contract while to some blue eyed boys when the Model Code of Conduct was in force. The MLA in his letter alleged that the allotment of contract was also made in violation of set rules and norms in the Department. He said the SRTC has a system of engaging carriage contractors periodically to cater the left over requirement of trucks of various Government departments/undertakings for which it invites tenders from the eligible parties possessing adequate experience and has capacity to execute the contract. Simultaneously, as per universal accepted norms, the Corporation also requires the bidders to submit EMD/ security deposit to safeguard against any possible default on the part of the private transporters hired by it. The MLA said but the Corporation on the directives of the Minister who is also functioning as its ex-officio chairman has made allotments by drastically diluting the eligibility conditions with the sole intent of unduly favouring some particular parties who have promised to contribute to the party fund of NC in a big way. Seeking immediate intervention of CEO, Bharat Bushan has urged him to look into the matter and take immediate action against the Minister as well as management of the Corporation and restrain them from disturbing the status quo because any change and dilution of eligibility conditions during the time of Model Code of Conduct will constitute its violation under the law of the land. |
